Low-income home insulation subsidy

Municipality of Oude IJsselstreekHollandialegfeljebb 5 E EURlezárul 2027. szept. 30.

Up to €5,000 for contractor-installed insulation in owner-occupied homes in Oude IJsselstreek where combined gross household income in 2025 was no more than €46,500.

Ez a lehetőség jelenleg angolul érhető el.

Insulate your walls, cavity walls, roof or floor, or replace glazing in the part of your home that separates heated rooms from outdoors. Shared walls between homes, detached outbuildings and unheated attached storage rooms or conservatories are excluded. An existing extension connected openly to a heated room can qualify if it is used as part of the home and meets the scheme conditions.

The grant is up to €5,000 including VAT per home. The municipality pays the contractor directly: the subsidy is deducted from your invoice, so you do not advance that part of the bill. Energieloket Achterhoek decides applications for the municipality. This entry covers insulation work.

Eligibility

  • You must be an individual who owns and lives in the home in Oude IJsselstreek. The home must have a permanent residential designation, rather than be a holiday or temporary home, and have been built before 2000.
  • Your combined gross income with your fiscal partner in 2025 must be no more than €46,500. This includes wages, benefits, pensions, holiday pay and income from assets, before tax and social contributions. Entrepreneurs provide their latest tax return; the administrator assesses profit before entrepreneurs’ deductions and the SME profit exemption.
  • Discuss the measures with a municipal sustainability adviser before requesting and choosing quotations. Wait for the provisional award reserving your subsidy before commissioning the contractor.
  • You may apply for subsidy for each measure only once per home. Someone who previously applied for insulation may apply for a different measure from 3 March 2026. New applications use the 2026–2027 rules replacing Isoleert Plus; previously awarded applications remain subject to their old rules.
  • If you also use the separate Isolatie Subsidie Achterhoek (ISA), you cannot claim multiple municipal grants for the same measure. Different measures can be funded through different municipal schemes.
  • Materials must appear on the ISDE approved-product code list, including its glazing list. Minimum treated areas and insulation values are: cavity walls 10 m² and RD ≥1.1; external walls 10 m² and RD ≥3.5; floor or ground insulation 20 m² and RD ≥3.5; roof, attic or loft insulation 20 m² and RD ≥3.5. For monument homes, external walls and roof/attic/loft have RD ≥2.5 instead. RD describes the material’s resistance to heat loss. Double glazing needs at least 3 m² and U ≤1.2, or U ≤3.0 in monument homes. Triple glazing needs at least 3 m², glass U ≤0.7 and frame U ≤1.5. U measures heat passing through glazing or frames; a lower value means less heat loss.
  • Arrange any necessary surveys and permits. Work must meet nature-friendly insulation rules protecting wildlife and the Omgevingswet; you arrange and pay for required permits yourself.
  • The €250,000 programme budget is allocated by when complete applications arrive, including arrival order within a day. Once it is exhausted, pending applications enter a waiting list and are considered in order only if the budget rises.
  • The general municipal rules allow refusal where another party already received subsidy for the same activity, necessity has not been shown, the activity does not sufficiently benefit municipal residents or match municipal policy, or statutory or scheme conditions are not met. An integrity check may also lead to refusal where there is serious risk of criminal misuse. The municipality may depart from the programme rules in exceptional hardship cases.

Az adott pályázati kör feltételei
  • Apply by 30 September 2027, while funding remains. Complete applications in receipt order; €250,000 budget. Meet municipal adviser before applying. Finish within 12 months of provisional award and before 31 December 2027.

Contact the municipal sustainability advisers through (0315) 292 292 or info@oude-ijsselstreek.nl to arrange a home visit. Discuss suitable insulation, request quotations together and choose a contractor with the adviser. Then apply digitally through the Energieloket Achterhoek resident portal; create an account if needed and choose “Isolatiesubsidie Laag Inkomen”. The adviser can help.

Submit the application form, proof of combined income (latest healthcare allowance decision or annual statement, wage/benefit/pension statement including holiday pay, entrepreneur tax return or UWV payment statement), quotations or contractor cost estimate, and any required surveys or permits. You may conceal your BSN number. Quotations must identify measures, ISDE codes and areas, and confirm nature-friendly insulation. The administrator also requires material insulation values.

After the provisional award, commission the contractor and finish within 12 months of receiving it and before 31 December 2027. Take at least two photos per measure before, during and after the work, including material labels. Upload the payment form, invoice and photos in the portal when finished. The invoice must show the completion date, measures, codes, areas, nature-friendly working and amount for each measure. Keep an invoice copy for your accounts and warranty. Under the general rules, request final settlement within four months of finishing unless your award specifies another deadline.

Energieloket checks the documents and issues the final award. The municipality pays the contractor within 30 days after receiving its copy. You must cooperate with on-site checks; if the work does not match the agreement, the contractor must repay the municipality. Payment is refused for unmet conditions, exhausted budget or incorrect information. Notify the municipality immediately in writing if work or obligations will not be completed fully or on time, or relevant financial arrangements or circumstances change. The final amount is based on actual costs and income up to the awarded maximum.
