- New fully electric M1 passenger cars: €4,000 for individuals or €5,000 for private social solidarity institutions (IPSS), transport authorities and local authorities, with mandatory scrappage of an old fossil-fuel car. The €5,000 support cannot be combined with other support, including European funding.
- Cargo bicycles and purpose-built cargo trailers: 50% of purchase cost including VAT, capped at €1,500 with electric assistance or €1,000 without it.
- Electric city bicycles: 50% including VAT, up to €750. Conventional city bicycles: 50% including VAT, up to €500.
- Electric motorcycles, mopeds, tricycles and quadricycles: 50% including VAT, up to €1,500. Other electric personal-mobility devices, including scooters and electric unicycles: 50% including VAT, up to €500.
- Chargers installed in 2025 or 2026 in shared privately used areas of multi-family residential condominiums: 80% of charger cost including VAT, up to €800 per parking space, plus 80% of associated electrical installation including VAT, up to €1,000 per space. The chargers must connect to Mobi.E. Fundo Ambiental also pays the electric-mobility network manager's tariff for charging-point holders for 24 months from incentive approval.
Eligibility
For cars, only individuals, IPSS, transport authorities and local authorities qualify. For bicycles and smaller electric vehicles, individuals and legal entities qualify. Bicycle traders with main or secondary CAE Rev.3 codes 46493 or 47640 cannot receive support for the bicycle categories; motorcycle traders with code 45401 cannot receive the motorcycle-category support.
Cars must be new, approved M1 vehicles, with first purchase and registration in the beneficiary's name after 1 January 2025. Their total acquisition cost, including VAT and associated expenses, must not exceed €38,500, or €55,000 for cars with more than five seats. Purchase or financial leasing after that date is permitted; financial leases must last at least 24 months and other forms of leasing are excluded. Scrap a fossil-fuel M1 car more than ten years old, with scrappage after 1 January 2023 evidenced in the beneficiary's name.
Bicycles and personal-mobility devices must be new and first acquired in the beneficiary's name after 1 January 2025. City bicycle support excludes scooters and other bicycle types. Motorcycles, mopeds, electric tricycles and quadricycles must be new, with first purchase and, where applicable, registration in the beneficiary's name after 1 January 2025. Motorcycles and mopeds must be exclusively electric, have European type approval and require registration; enduro, trial and sidecar models are excluded. Electric tricycles and quadricycles must have European approval and belong to L5e, L6e or L7e.
Charging applications are for condominium administrations or individual residents or owners, including joint groups with a written group agreement and representation mandate. Charging is limited to one charger per condominium member and ten chargers per condominium/electricity supply point (CPE). For vehicle categories, individuals can receive one incentive per category and legal entities four, through separate applications; support may cover more than one category.
Applicants must have tax and social-security affairs in order and authorize Fundo Ambiental to check them. For legal entities, support must fit the notice's EU limits on small amounts of public aid received (de minimis) and on the share of investment costs covered by public aid. After receiving support, beneficiaries must retain possession of vehicles and chargers for at least 24 months from acquisition. Supported vehicles may not be exported.

- Closed at 17:59 on 27 July 2026, or earlier on exhaustion of category incentives.[^c15]
New applications to the second phase closed on 27 July 2026 at 17:59, or earlier if the relevant category's incentives ran out. Applications used the Fundo Ambiental online form and were ordered by submission date and time, subject to eligibility and available incentives.
If your application was approved, use Fundo Ambiental's online forms to accept the terms and submit the payment request within three months of the approval email. Missing either step loses the incentive. Provide the required tax identification, representative/company registration details where applicable and a bank account in the beneficiary's name.
For payment, submit invoices and proof of payment dated after 1 January 2025 in the beneficiary's name, with vehicle identification and registration where applicable. Car applicants also need the scrappage certificate. For financial leasing, submit the complete contract instead of the purchase invoice and payment proof. The contract must explicitly identify itself as financial leasing (locação financeira), be in the beneficiary's name, identify the vehicle and its registration, be dated after 1 January 2025 and last at least 24 months. Also provide proof that the vehicle has been delivered. Charger claims require purchase and installation invoices and payment evidence; installation must be by a certified technician, with the CPE and technician's certificate number recorded. Incomplete payment requests are rejected. Fundo Ambiental pays by bank transfer once the conditions are satisfied.
