Green-roof grant

Municipality of BloemendaalHollandialezárul 2026. dec. 31.

Material-cost grants for homeowners, private tenants, homeowners’ associations and businesses installing a rainwater-retaining green roof in Bloemendaal.

Ez a lehetőség jelenleg angolul érhető el.

Install a planted roof on an existing building or covered structure, such as a carport, to hold rainwater and release it slowly. The system must include drainage, growing-medium and vegetation layers. Only the purchase of materials is subsidised; building or altering the supporting roof structure is excluded.

The grant is €25 per m². Individuals and businesses can receive up to €1,000 per application. A homeowners’ association (VvE) can receive up to €1,000 per participating address, with a €5,000 total limit. If you receive other subsidies for the same work, the combined subsidies cannot exceed the actual cost of installing the green roof.

This is a grant paid by the municipality after it confirms the final amount, with no advance payment. You must keep the roof in good condition for at least ten years; failure can lead to recovery of part or all of the grant.

Eligibility

  • You must own or rent the building or covered structure, which must be within Bloemendaal. Eligible applicants are private homeowners, private residential tenants with the landlord’s signed permission, and businesses that own the premises or have the owner’s permission. A VvE must apply jointly for at least two addresses and appoint one contact person.
  • Install the green roof on an existing roof. It must store at least 25 litres of water per m²; provide written proof of that capacity.
  • Repairs to an existing green roof are excluded. The municipality also refuses an application if it has previously subsidised a green roof at the same address, or if work began before the scheme first opened on 1 July 2023.

The municipality’s general refusal grounds also apply. These include unlawful EU State aid, refusal under the Wet Bibob integrity-assessment law, and activities solely benefiting a political group, trade union, company or religious organisation. The municipality can also refuse support where the project lacks local benefit or support, is financially unviable, has unreasonable costs for its expected effect, duplicates adequately provided activities, already receives a municipal contribution, or you have sufficient own or third-party funding or have not shown the subsidy is necessary. For the reserves test, the municipality uses your balance-sheet net assets excluding earmarked and equalisation reserves. It can refuse support if these exceed the requested subsidy or 25% of your total operating budget. The specific green-roof rules take precedence where they differ from the general ordinance.

  • Applications are considered in order of complete receipt while the €10,000 annual budget remains available.[^c7][^c13]

Apply to Gemeente Bloemendaal through its “Subsidie groen dak aanvragen” form. The municipality’s current invitation states that applications reopened on 1 January 2026. Applications can be submitted through 31 December 2026, while the €10,000 annual budget remains available. Complete applications are considered in order of receipt; an incomplete submission does not secure your place.

Provide the roof address and location, a quotation or materials invoice, proof of the required water-storage capacity, and details of other subsidies received or expected for the work. A VvE must list all participating addresses. Private tenants need the landlord’s declaration. Businesses need a Chamber of Commerce (KvK) extract and, if renting, the landlord’s permission.

If the roof was already installed during 2026, you can submit the invoice and roof photographs with your application for direct confirmation and payment. Otherwise, finish installation within six months of the award letter’s date; after that, your right to the grant expires. Within three months of installation, request confirmation of the final grant amount with materials invoices showing the work and actual eligible costs, and photographs of the completed roof.

The municipality decides on a complete application within eight weeks and can extend this once by up to four weeks. It pays within six weeks after confirming the final grant amount; that amount cannot exceed the actual costs. If repayment is required, the general ordinance gives six weeks to pay.

Notify the municipality immediately if the work will not be completed as agreed or you cannot meet the award’s obligations. Legal entities must also promptly report dissolution, relevant changes in financial or organisational relationships with third parties, and changes to statutes concerning legal form, directors or purpose in writing. The municipality may require progress reports and can withdraw or reduce the final grant for newly discovered material facts, a known incorrect award, failure to meet continuing obligations, or unlawful activities.
