Grants for local residents, property owners and organizations to improve buildings and gardens or buy an electric cargo bicycle in Cloppenburg.

Ez a lehetőség jelenleg angolul érhető el.

The programme “Gezieltes Handeln für Klimaschutz und Klimafolgenanpassung” pays a one-off grant after the city has checked completed work and its evidence. This entry covers improvements to existing buildings and gardens, and new electric cargo bicycles. For these measures, request at least €300; you can combine measures in one application. The combined grant is limited to €3,000 per applicant. Eligible invoiced costs include materials, paid labour, planning and construction, including VAT, but exclude shipping and unpaid work by you or neighbours. You remain responsible for the grant’s tax treatment.

  • Green roofs: 50% of costs, with a substrate layer at least 10 cm deep and predominantly perennial native plants. Rainwater systems: 50%, with storage of at least 2 m³. Uses beyond garden watering require an intermediate meter for sewer charges.
  • Building energy advice: 50%, up to €500, from a person listed in the German Energy Agency’s energy-efficiency expert list. Insulating or otherwise improving the building’s exterior walls, roof or other outer surfaces: 30%, up to €3,000. You must first obtain advice from a listed expert; advice and renovation can be requested together.
  • Insulating radiator recesses or roller-blind boxes: €100 each. Smart heating thermostats: 50% of costs. Balancing the heating system so its radiators receive the appropriate water flow: 50%, up to €500, carried out by a specialist firm or certified person.
  • Heat pumps in existing buildings: up to €1,500. They must replace a fossil-fuel heater at least 15 years old and use propane (R290) or carbon dioxide (R744) refrigerant. Prove the old heater’s age and location with the latest chimney-sweep emissions measurement extract, and the refrigerant with the invoice.
  • Ventilation that recovers heat: 50%, up to €800, only in existing buildings built in 2002 or earlier. Converting lighting to LEDs: 50% of costs.
  • New woody planting that removes paved surfaces or improves lawn areas ecologically: 50%, using native or naturalised non-invasive plants. Insect hotels and nesting boxes: 50%, up to €500.
  • A new electric cargo bicycle: €400. Assistance must stop at no more than 25 km/h. It must have manufacturer-fitted permanent equipment for legally carrying children or goods and be rated to carry at least 40 kg in addition to the rider. Supply proof with the application.

Eligibility

You can apply if you are registered in Cloppenburg with a main or second residence, own property within the city, or are a registered association, federation or business based there. The work must take place within Cloppenburg. Local property ownership is an alternative to the residence requirement.

Only one application per applicant per calendar year is permitted, and only one per household, shared household or construction project. If several applications are received, only the first counts. Legally required measures and work that breaches laws or building rules are excluded. Obtain necessary permissions at your own cost and submit them with the completion evidence.

Keep the funded measures in place and operating under their conditions for five years from payment, and retain receipts and other records throughout that period. If you sell the property, require the buyer to continue these obligations; otherwise notify the city so it can assess repayment. The city can inspect with at least 48 hours’ notice. Notify changes immediately, including moving or removing a funded item. Grants can be withdrawn and reclaimed for non-compliant work, incomplete or incorrect information, or breach of the five-year commitment. Submitted photos can be used by the city for programme publicity without payment.

  • Applications opened on 1 April 2026 and remain subject to available funds. The 2026 rules are valid until 31 December 2026 unless the city council changes them. Complete the listed measures and submit evidence by 15 November 2026; completion report also due within three months of finishing. Decisions depend on complete application order and available funds.

Apply through Stadt Cloppenburg’s online grant form before starting work, and wait until you receive approval. An early start disqualifies the work unless the city has expressly allowed an exception. The form requires a 22-digit German IBAN. Paper applications are allowed exceptionally.

Attach a photo of the planned location and, for a company’s services, a quote identifying the firm, work and price including VAT. For planned work yourself, provide estimated material costs. Decisions follow the date the application becomes complete, subject to available funds; there is no entitlement to a grant.

Complete the listed measures and submit evidence by 15 November 2026. Submit the completion report within three months of finishing and no later than that date. Use specialist firms or certified people unless approval covers materials only. Supply the required invoices or material-payment receipts and before-and-after photos; for energy renovation include the advice report. Notify the city immediately of all changes. Payment follows a positive evidence check, cannot exceed the approved grant and may be reduced when actual costs are lower.
