Clean Energy Improvement Program
Finance attic insulation for an eligible residential property in Lac La Biche County at 0% interest, with repayment through your property tax bill and a 5% administration fee.

You can use the county’s Clean Energy Improvement Program (CEIP) to add attic insulation. Adding insulation reduces heat loss and the load on heating or cooling. The final insulation, including existing material, must reach at least R-28 and cover at least 20% of the total attic area. The programme assigns this upgrade a 20-year useful life for financing.
The county provides repayable financing, administered with Alberta Municipalities. Approved payments go to your contractor; approved costs you have already paid can be reimbursed after completion approval. You repay through an added property-tax charge. Interest is 0%, but an administration fee equal to 5% of the cost of buying and installing the upgrade is added to the tax roll and repaid over the term.
The project’s purchase and installation costs must total at least CAD 3,000. Financing covers up to CAD 50,000 of eligible costs per property, subject to another limit: the annual improvement-tax charge, excluding interest and the administration fee, cannot exceed the property’s annual tax levy in the year you submit prequalification. The term cannot exceed the shorter of 20 years and the upgrade’s useful life.
Necessary professional services, including energy evaluations, can qualify if performed by a CEIP Qualified Contractor, listed in the project application, and incurred on or after prequalification submission. Submit the service report, invoice and proof of payment when seeking reimbursement. Necessary incidental work must also be listed and performed by a Qualified Contractor; do not start it or incur its costs before installation authorization. Financing for incidental work is limited to 15% of the associated upgrade’s purchase and installation cost.
Your financing agreement sets out the tax-roll and repayment arrangements. Missed payments can lead to tax penalties and a tax sale of the property. If you sell, pay amounts already due before completion, disclose and provide the agreement to prospective buyers and your realtor, and append it to the sale contract. The remaining repayment obligation transfers with the property to the new owner. If the property is subdivided or consolidated, the county allocates the charge proportionately at its discretion.
Eligibility
- You must be the current legal owner of a property within Lac La Biche County. All owners on title must agree to the terms and sign the project application and programme agreements. The property must be lawfully occupied as a residence, insured with at least CAD 1 million of personal liability coverage, and outside foreclosure.
- Eligible low-rise homes include detached and semi-detached homes, row houses and town houses, and multi-unit residential buildings with no more than three storeys and 600 m² of building area. A manufactured or modular home on a permanent foundation may qualify case by case if you own both the home and land. Projects affecting shared facilities or common property require written approval from the building owner or governing body, such as the condominium board.
- Non-residential buildings, farmland, government-owned properties, designated industrial properties and Class 4 machinery/equipment property are excluded. New homes no more than six months after first occupancy are excluded. Travel trailers, mobile homes and manufactured or modular homes without a permanent foundation or with separately owned land are excluded.
- Property taxes must be current, with no county tax arrears in the five years before prequalification submission. Where an owner lacks five years of county history but owned a home elsewhere, confirmation of positive tax-payment history from that municipality is required. Without five consecutive years of tax history, you undergo enhanced financial review, including a credit report you provide. The report must be dated no earlier than one month before submission of the Programme Application Form.
- Payments on mortgages and other property-secured debt must be current; confirmation from your financial institution may be required. Obtain mortgage-lender consent if your lender requires it. The county may reject participation if your mortgage exceeds the home’s assessed value. You cannot be bankrupt or insolvent and must be in good standing with the county: previous property collections are disqualifying, and enforcement, compliance, licensing, legal or other issues may make you ineligible. The county and Alberta Municipalities may identify additional eligibility criteria.
- If enrolled in Alberta’s Seniors Property Tax Deferral Program or Seniors Home Adaptation and Repair Program, notify the provincial government before submitting CEIP prequalification. CEIP may affect eligibility for those programmes.
- Insulation must be new, meet Canadian product-certification standards or equivalent applicable certification, and be installed by a contractor listed in the CEIP directory. Manufacturer warranties must meet industry standards and last at least one year; the contractor must provide at least a one-year materials-and-labour warranty. Warranties must transfer to later owners. Keep the upgrade installed through its expected life unless it fails, and do not tamper with or disable it.
- Work already underway or completed before the required approvals and agreements cannot be financed. Upgrades must be permanently attached; leased upgrades and those financed by the manufacturer or contractor are excluded. An upgrade serving only a new addition is excluded; one also improving the existing residence may qualify case by case.
You are responsible for contractor liability insurance and good standing with WCB-Alberta, the workers’ compensation board. Your property must comply with development and zoning rules, restrictive covenants and municipal land-use bylaws. The terms require you to cover claims and losses arising from contractor performance or non-performance and property non-compliance. You consent to programme information sharing, checks of tax history and assessed value, and use of pre- and post-project EnerGuide evaluation data, and agree to participate in programme surveys, audits and verification.

- Applications opened October 6, 2026. Financing is first come, first served and is confirmed only after project approval and signed agreements.[^c1][^c49][^c52]
The county opened applications on October 6, 2026. Complete and submit the residential prequalification form through Alberta Municipalities. Provide proof of insurance, tax-history evidence or the credit report where required, and confirmation that secured-debt payments are current. For county programme questions, call 780-623-6815 or 780-623-6816.
After prequalification, arrange an EnerGuide home energy evaluation with a registered Natural Resources Canada energy advisor whose service organization is in the CEIP contractor directory. You pay the evaluation upfront. A pre-project evaluation completed on or after April 1, 2020 can be reused if no upgrades have been completed since. To finance its cost, it must have been completed after prequalification submission; reimbursement follows installation of an upgrade costing at least CAD 3,000 and approval of the completion submission. Submit the project application within three months of prequalification approval or reapply, unless the county grants an extension.
Choose a CEIP Qualified Contractor. For attic insulation, submit an itemized quote and product specification sheets showing the property address, insulation brand and type, installation method, existing and new insulation area and R-values, and material and installation costs. All owners sign the application. Prequalification alone does not reserve financing; financing is confirmed only after project approval and the required agreements are signed. All owners and the county sign the financing agreement; all owners, Alberta Municipalities and each primary contractor sign the relevant project agreement.
Wait for both executed agreements and the Installation Authorization Notice before starting. Install within six months of that notice. If the contractor needs a deposit, request it in the project application and attach the invoice; the maximum advance is 30% of financed upgrade costs. Payment goes directly to the contractor within 30 days of executed agreements and receipt of a complete, accurate invoice.
Submit an Upgrade Completion Form within three business days of substantial performance: all required public approvals have been obtained and the upgrade is ready for use or in use. Include the itemized contractor invoice and photographs showing insulation R-value markings and thickness before it is concealed. Complete the post-project EnerGuide evaluation after all upgrades are finished and the authorities deem the project complete; submit its homeowner information sheet and label within six weeks of the final completion form. Missing this evaluation makes the project ineligible and may require repayment of funds already paid.
Subject to compliance with the agreements and terms, Alberta Municipalities pays the contractor within 28 days of approving the complete completion submission. You pay unapproved, excess and ineligible costs yourself. Anyone receiving a payment must supply an electronic funds transfer form and void cheque. Request approval for changes to scope, price or timing. Allow inspections with 48 hours’ notice, including up to five years after the final completion form; discrepancies that invalidate eligibility may lead to recovery of payments.
