Feasibility study financing
Conditional loans of up to €50,000 help established Nordic SMEs prepare climate- or environment-positive expansion outside the EU and EFTA.

Use the financing for a feasibility study before establishing operations or making an investment in a new international market. It can cover project planning, market and risk analysis, local-partner work, legal or financial advice, travel and internal staff time. A study for a commercial pilot or demonstration of a proven green solution can also qualify.
The interest-free loan covers up to 50% of approved study costs. After the project, it is converted fully or partly into a grant: full conversion applies when the planned international establishment, pilot or demonstration succeeds; otherwise up to half of the approved loan can become a grant against eligible costs and an approved final report.
Eligibility
- Your company must be registered in a Nordic country, have fewer than 250 employees and annual turnover below €50 million at group level. It must have operated for at least one year, already sell a product or service and have the experience, staff and finances needed for expansion.
- The project must target a country outside the EU and European Free Trade Association (EFTA), have clear commercial objectives, benefit the Nordic region and show a measurable direct or indirect environmental or climate benefit. Fossil-fuel projects and projects that lock in fossil-fuel use are excluded.
- For a pilot or demonstration study, the solution must already be commercially proven and you must have a confirmed local partner or customer. The support pays for preparation, not pilot equipment, installation or operation.
- Sales, marketing, research and development, machinery, stock and ordinary operating costs are not covered.
- Nopef normally supports entry into a country where your company has no permanent presence. An existing presence can be accepted when the project involves significant investment and risk, a different business area or establishment in another region of that country.
- Your company may have only one application under review and one active Nopef project at a time.
