Bio-CCS investment and operating support
Companies capturing carbon dioxide from biomass at existing Swedish plants can bid for support for permanent underground storage. The second auction closed in August 2026.

The scheme supports capture, transport and permanent geological storage of carbon dioxide released from biomass, for example at industrial or combustion plants in Sweden. It covers investment and operating costs across that chain. Direct air capture and storage, and storing carbon in biochar, are outside this scheme.
Applicants bid in SEK per tonne of biogenic carbon dioxide stored. The second auction has a shared budget of SEK 10.17 billion; an application cannot request more than that budget. Bids are ranked by the requested payment plus other public support per tonne. Your bid, other public support and 90% of other project funding and revenue together must not exceed project costs. Private loans and equity are excluded from “other funding” for this deduction. Report relevant support and revenue received by related companies as well as your own. This relationship covers direct or indirect participation in another business’s management, supervision or capital ownership, or the same persons participating in both businesses in those ways, under chapter 14, section 20 of Sweden’s Income Tax Act.
Payments begin only after documented geological storage, so you must finance construction before receiving this support. Payments can continue for up to 15 consecutive years from first storage and no later than 2046. Prepare for cost increases in your bid: the awarded rate is the upper limit. New public aid is deducted in full, spread over the remaining project period; 90% of new other funding and revenue is deducted for the relevant years. If costs per tonne fall by more than 20%, support falls by 90% of the saving beyond that threshold. Later cost increases can restore the rate only up to the original award.
Eligible costs must be reasonable, actual, auditable, borne and separately recorded by the recipient, and incurred after the approved project start during the support period. Bought services must be at market prices. Unpaid work and shared overheads, such as general administration not directly attributable to the project, are excluded. For projects also using captured carbon in products, only the capture-cost share attributable to geological storage qualifies; carbon-utilisation costs are excluded.
Eligibility
The applicant must operate a permitted installation in Sweden that already generates biogenic carbon dioxide. Companies in the European Economic Area (the EU, Iceland, Liechtenstein and Norway) with a Swedish branch or place of business may participate, including companies without a Swedish registration number. Each application covers one generating installation and a project with capacity to geologically store at least 50,000 tonnes of biogenic carbon dioxide per year. Provide the whole capture, transport and storage chain with relevant operators, even if you request support for only part of it.
The generating activity must not have been started or changed solely to create negative emissions. Storage must not be used to extract crude oil, shale oil or natural gas, and legally required measures do not qualify. Companies are excluded under the EU financial-difficulty tests for a limited-liability company when accumulated losses, after deduction from reserves and all other components of own funds, leave a negative amount exceeding half of subscribed share capital; or when losses have consumed more than half of recorded capital for a company with members personally liable for its debts; if the company is in formal proceedings to deal collectively with debts it cannot pay, or meets domestic conditions for creditors to initiate those proceedings; or, for a company that is not small or medium-sized, if both its recorded debts have exceeded 7.5 times its equity and its earnings before interest, tax, depreciation and amortisation have covered less than its interest expense for the past two years. Consent to publication of award information is required.
First storage must normally occur within four years of the award. You can apply for a one-year extension before the four-year deadline; further extension requires exceptional grounds. Apply before equipment orders, construction or another irreversible investment commitment. Land purchases, permits and feasibility studies do not count as starting work. There is a conditional early-start route: before any irreversible commitment, notify the agency at ccs@energimyndigheten.se that aid is necessary for the project, under the call's EU incentive-effect exception. The agency must have received that notification no earlier than 22 May 2024. Costs incurred before an award are reimbursed only if support is subsequently granted.
If the biomass falls under Sweden's biofuel sustainability law, provide the agency's sustainability approval for its control system. For biomass use outside that law, such approval is recommended rather than mandatory. Mixed fossil and biogenic streams need a documented method for determining the biogenic share at the capture points, rather than a plant-wide average, with the required independent verification. Plants exempt from EU emissions trading because of their high biomass share, or able to demonstrate the same biomass criteria, may treat that share as 100%; otherwise use measurement or an equally accurate calculation. Only costs needed for biogenic storage qualify. If storing the fossil share is unavoidable, its uncovered cost gap can be included only after deducting emissions-allowance savings, other revenue, public aid and other financing; explain and later report that calculation.
You may sell carbon-removal credits on the voluntary market. Revenue may reduce your bid only when a known buyer has at least signed a letter of intent stating buyer, unit price and volume; unnamed broker sales are not secured revenue. Keep signed agreements available rather than attaching them. Agree with buyers that their climate reporting will show a contribution to Sweden's climate goals, and that the removals cannot count toward another country's national target unless the countries agree a transfer under Paris Agreement Article 6. Price premiums on products or services also count as revenue, but need credible evidence that buyers will pay.
Competing companies must not coordinate bids or otherwise distort the auction. All capture, transport and storage operators must hold the necessary permits when their work is carried out and when payment is requested.

The second auction closed on 13 August 2026 at 23:59 Swedish time. Three applications are under assessment. Check the official programme page for decisions or any future call; no next application date is announced.
Applications are submitted through TendSign, while decisions, reporting and payment claims use Mina sidor. An authorised signatory or representative with signed power of attorney must submit. The TendSign account holder must also obtain Mina sidor access during the call. Foreign companies can register in TendSign with their country and the digits of their company number, using alternatives to BankID; contact the agency for Mina sidor access with a foreign number. Specify a Swedish bankgiro or plusgiro payment arrangement.
Attach a PDF implementation plan of at most 10,000 words, including a financing plan of at most 2,000 words, the mandatory project-calculation spreadsheet and any required power of attorney. Only the specified attachments are assessed. Include the full chain, suppliers, permits, timetable, risks, financing through construction and storage, and annual quantities and costs. The guidance allows four one-page visual overviews outside the word limit: timetable, project actors, corporate governance and risk matrix. Planned storage quantities are entered in multiples of 10,000 tonnes per year. Explain loans and equity in the financing plan but exclude them from the project-calculation funding deductions.
Awards must meet the conditions, stay at or below the auction's price ceiling and fit the remaining budget. A failed eligibility check leads to assessment of the next bid. A bid failing the price or budget test ends further awards down the ranking.
Claim payment through Mina sidor no later than six months after storage, with evidence of quantity, date, operator and storage permit. Maintain an annually independently verified monitoring system across the chain. Report progress twice yearly during construction and annually during storage, with audited financial information and a final report. Notify changes promptly and obtain prior approval where they affect delivery. Payments are provisional until annual reconciliation; lower storage reduces payments. A previous year's excess can offset a following year's shortfall, but later storage cannot retrospectively cure an earlier shortfall. Persistent under-delivery exceeding 10% at the scheduled reviews can reduce the supported quantity.
The latest application version submitted before closing determines the application date for the start-work rule. Payments can be withheld for incorrect information, an award the recipient should have recognised as wrong, or breached conditions. Payments are also barred by an outstanding European Commission recovery demand concerning unlawful, incompatible aid from a Swedish funder. Wrongly paid, unused or misapplied support must be repaid; interest starts one month after a recovery decision at two percentage points above the state lending rate.
