Home heat-pump, district-heat and solar-thermal grant

Land OberösterreichAusztrialezárul 2026. dec. 31.

A grant for recently completed work by private households to replace fossil heating or install solar thermal in existing, year-round main-residence homes with up to two dwellings in Upper Austria.

Ez a lehetőség jelenleg angolul érhető el.

You can replace a fossil boiler with an electric heat pump or an eligible district-heat connection, or retrofit solar thermal to heat water or help heat your home, regardless of your existing heater. You can also replace solar collectors. The one-off grant is paid after eligibility has been checked and approved.

The grant covers at most 50% of eligible costs excluding VAT. The amount also depends on the equipment:

  • Air-to-water heat pump: EUR 100 per kW of rated heat output, up to EUR 1,700.
  • Ground-source or water-to-water heat pump, including boreholes: EUR 170 per kW, up to EUR 2,800, at seasonal space-heating efficiency ηs of at least 170% at 35°C or 150% at 55°C. The lower band pays EUR 100 per kW, up to EUR 1,700, at 150% to below 170% at 35°C or 125% to below 150% at 55°C. Use the 35°C test if the system's design temperature is no more than 35°C; otherwise use the 55°C test.
  • District heat: EUR 140 per kW of connection capacity in the heat-supply contract, up to EUR 2,800.
  • Solar thermal: EUR 1,750 for 6–10 m² of gross collector area; EUR 175 per m² for 11–19 m²; EUR 3,500 from 20 m². Collector replacement pays EUR 700. Every option remains subject to the 50% net-cost limit.

Eligible net costs include the heat pump, buffer storage and installation; for ground/water systems, the heat-source equipment is included too. District-heat costs include the transfer station, connection to the heating system, pipes, pumps, valves, storage, excavation, connection fees and installation. Solar costs include collectors, pipework, pump group, storage, controls and installation. Installation charges must be shown on the invoice; commissioning charges do not count as installation. You may combine this with federal funding, but cannot use another Upper Austrian state grant or claim for equipment whose costs are covered by insurance.

Eligibility

  • You must be a private individual installing equipment in an existing home in Upper Austria with no more than two dwellings. The home must be occupied throughout the year as a main residence. Holiday homes and second homes are excluded. More than 50% of the building's floor area must be residential, and the funded equipment must serve predominantly private use.
  • Apply for recently completed installations with invoices and payments no older than six months at submission. Financing costs and measures already supported by state funds in the preceding five years are excluded. The environmental rules also exclude measures that merely shift environmental damage and measures that pay for themselves within a reasonable period.
  • An authorized business must install the equipment professionally and to the applicable standards. New-build equipment, self-built systems, prototypes, solar-system extensions, used equipment and systems with substantial used components are excluded. Heat pumps and district-heat connections must be sized using a standards-compliant calculation of the home's heating requirement. The project must primarily serve environmental goals, be in the public interest and meet current technical standards. Work solely to meet a statutory or official requirement is excluded unless done substantially ahead of the compliance deadline or achieving substantially better performance than required.
  • For a heat pump or district-heat connection, remove and professionally dispose of every old fossil boiler. Keep evidence identifying the old boiler for ten years and provide it if requested. You need a water-based heating system and hydraulic balancing, which adjusts the heating-water flows through the system.
  • Heat pumps must reach ηs of at least 150% at 35°C or 125% at 55°C in average climate conditions, using the test temperature selected by your system's design temperature as explained above. They must have the national EHPA heat-pump quality label or meet its criteria, with the installer confirming compliance on the technical form. The refrigerant's global warming potential (GWP) must not exceed 750, and heating flow temperature must not exceed 55°C.
  • Combine the heat pump with grid-connected solar PV of at least 3 kWp, or solar thermal of at least 6 m² gross collector area for hot water. Alternatively, power it with 100% renewable electricity for ten years from commissioning. The manufacturer must confirm smart-grid capability: the controls must allow integration into an intelligent electricity network. A heat meter and separate electricity metering for the compressor and auxiliary drives, or equivalent built-in equipment, must allow the annual ratio of heat produced to electricity used to be calculated.
  • Air-source heat-pump noise at the neighbouring property's boundary must not exceed 35 dB under the programme's calculation. That calculation uses maximum manufacturer sound power without night-time reduction, actual distance from the pump's centre, corrections for wall/corner placement and low-frequency noise, and rounds the result to whole numbers. The programme page gives the formula. A heat pump is excluded if the heat supplier considers connection to an existing renewable district/local heating network within 35 metres of the property boundary technically and economically feasible.
  • An eligible district/local heating network must supply at least 50% renewable energy, 75% heat from combined heat and power, or 50% from a combination of these. Alternatively, a high-efficiency network must supply at least 90% from renewable energy, high-efficiency combined heat and power under Directive 2012/27/EU, otherwise-unused waste heat, or a combination.
  • Solar thermal needs at least 6 m² gross collector area and a valid Solar Keymark certificate, Austria Solar quality label or Austrian environmental label for solar collectors and systems. The installer confirms the collector testing under EN 12975 or ISO 9806. Solar yield must be measured and displayed by a heat meter in the collector circuit or suitable controls. The installer must also confirm compliance with the spacing requirements of §25(1)7a of the Upper Austrian Building Code, so the work needs neither a building permit nor a construction notification.
  • Operate the funded equipment for at least ten years and tell a purchaser about this duty. Use the grant for its approved purpose, submit reports and proof within the required deadlines, allow inspections and access to records, and keep accounting evidence for the applicable statutory retention period. Financial overextension or pending enforcement, insolvency, debt-adjustment, composition or reorganization proceedings can exclude funding.
  • False information, misuse or failure to meet grant conditions can lead to recovery with interest. Disposal, leasing or a change of recipient during the required-use period can also trigger recovery; exceptions cover transfer to a spouse, a one-time transfer to relatives up to the third degree, or an expressly state-approved transfer to another person where the funded purpose continues. Stopping use can trigger repayment, although it may be reduced or waived in view of the circumstances and length of proper use. Recovery interest runs from payout at six percentage points above the base rate then in force; that rate stays fixed until repayment, and unpaid interest is capitalized if payment is late. The environmental rules also provide for stopping funding upon insolvency, with possible relief if the funding objective is secure.

Az adott pályázati kör feltételei
  • Apply after completing the work. Funding depends on available funds; there is no legal entitlement. For recent installations with invoices and payments no older than six months at application.

Apply after the work is complete through the electronic application described on the programme page, sending the relevant technical data sheet completed by your installer and the required documents to Amt der Oö. Landesregierung. Include photo ID; the federal grant amount notification if you applied for federal support; and, if your main residence differs from the installation address, the main-residence registration certificate for that address. Heat-pump and district-heat applications need the old-heater disposal certificate; district heat also needs the heat-supply contract. For a heat pump, provide the electricity contract/current bill showing 100% renewable supply or evidence of the qualifying PV/solar-thermal alternative. Invoices and payment receipts are checked by sampling rather than routinely uploaded; additional documents may be requested.

If you cannot complete the online application, the programme expressly asks you to contact the funding office. Contact Amt der Oö. Landesregierung on +43 732 77 20-0 or post@ooe.gv.at. The 2026 programme operates subject to available funds and carries no legal entitlement. After approval the calculated grant is transferred to your account; administrative fees and exceptional processing costs are deducted from funding, with postage excepted.
