Community-building energy improvement loan

Gemeente BunschotenHollandia5–40 E EUR

Nonprofit organisations and education bodies can borrow €5,000–€40,000 at 1.6% fixed interest for energy-saving improvements to existing community buildings and sports complexes in Bunschoten.

Ez a lehetőség jelenleg angolul érhető el.

The municipal Stimuleringslening can finance roof, wall and floor insulation, HR++ or HR+++ glazing, heat pumps, solar panels and LED lighting. Costs must be proportionate to the results, and you must document the energy and CO₂ reductions. The municipality can change its accepted measures list.

The loan equals the actual costs accepted by the municipality, within €5,000–€40,000 including VAT per application. Closing costs can be financed within the loan. Interest stays at 1.6% throughout a term of at most 15 years. The loan uses a private written deed; any associated costs are yours. SVn’s business application fee is 1% of principal with a €1,500 minimum, withheld from the loan, so it reduces the money available for the work. Any notary, valuation or financial-advice costs are also yours.

SVn holds the loan in a building depot, an account used to pay approved work invoices. It pays contractors directly; if you have already paid an invoice, supply proof of payment for reimbursement after approval. You pay any invoice amount beyond the depot balance yourself, and cannot deposit your own money into this account. The depot normally lasts 12 months, with one extension on request of up to 12 more months. It closes when fully drawn or the work is complete, and after 24 months at the latest. SVn may also close it after six months without transactions. Any balance left at closure reduces your loan debt. Depot credit interest, at the rate in your loan documents, offsets periodic payments for up to 12 months.

Your loan documents set the repayment schedule. SVn business loans can use instalments that combine interest with repayment, equal principal repayments plus interest, or interest-only payments. With an interest-only schedule, those payments do not reduce the borrowed amount; the entire debt must still be paid by the end of the agreed term. Extra repayments are free, with a minimum extra payment of €250. You still owe the loan if a contractor fails to fulfil its agreement.

Eligibility

  • Your organisation must be an association or another nonprofit that manages or owns, including jointly, a building and mainly carries out sports, educational, social-cultural, philosophical or religious activities. School boards and educational institutions qualify when they manage and maintain a teaching building.
  • The project must concern an existing building or complex in Bunschoten used for community purposes. For this category, buildings belonging to public or semi-public authorities are excluded; the regulation names housing corporations, healthcare institutions and defence buildings as examples. A separate eligible category covers sports complexes in Bunschoten used by nonprofit organisations.
  • Apply before carrying out the measures. Accepted actual costs must be at least €5,000 including VAT. Your own labour cannot be claimed. The municipality can reject costs that are unreasonable compared with the outcome.
  • The building must not be scheduled or reasonably expected to be demolished within ten years. An application cannot be approved more than once in three years for the same building or complex; an earlier wholly or partly approved application in the past three years prevents a new award.
  • SVn must approve your credit assessment. Your finances must be stable enough to cover the new monthly charges alongside existing commitments. Municipal approval reserves budget and does not guarantee a loan. SVn’s general terms require you to pledge movable assets needed for your activities as security for the debt; SVn can also require additional security.
  • For a rented building, SVn requests the full lease and current rent-payment evidence, plus written landlord permission for the work where applicable. Its checklist requests three years of accounts prepared by a recognised firm and an operating forecast including the loan charges; statutes and minutes approving the borrowing are required where applicable.
  • During the loan, maintain adequate insurance for your organisation’s general and specific risks. Notify SVn promptly of changes to organisational structure and provide each annual report prepared by a recognised firm within six months of year-end, together with material financial and business information. Late payments incur statutory-interest compensation and may incur administration or collection costs. SVn can require immediate repayment after written notice if you fail to meet your obligations.

Request the municipal Stimuleringslening application form by emailing duurzaamheid@bunschoten.nl. Submit the completed form to Gemeente Bunschoten with the planned measures, itemised quotations or material-cost list, evidence of expected energy and CO₂ reductions, planned start and end dates, and a recent certified Chamber of Commerce extract showing authority to act for the organisation.

If the municipality allocates funding, submit an SVn credit-assessment request on its application form within eight weeks of receiving the allocation decision. Use the SVn business-loan checklist for the supporting documents. SVn conducts its own financial assessment and issues an offer only after a positive result. Applications remain subject to available municipal funds.
