InvestEU Equity: climate and environmental solutions
Equity investment or co-investment for venture-capital, private-equity and private-credit funds financing climate and environmental solutions in InvestEU territories.

The European Investment Fund invests in or alongside qualifying funds. This route is for financial intermediaries rather than portfolio companies seeking investment directly from the EIF.
Your fund's strategy must address Climate and Environmental Solutions. Eligible areas include low-carbon mobility, clean energy and efficient buildings, industrial decarbonisation and circular production, sustainable food and natural capital, the blue economy, and climate-adaptation solutions.
The EIF investment generally covers 7.5% to 25% of the fund commitments raised at the relevant closing. It can exceed 25% in particular circumstances, but the total InvestEU commitment cannot exceed €100 million.
Eligibility
- You must apply as a financial intermediary operating a venture-capital, private-equity or private-credit fund. Fund-of-funds and cross-over funds can also qualify.
- The financial intermediary must be domiciled in an EU Member State, an EU-linked Overseas Country or Territory, or another country participating in InvestEU. The fund must invest in those programme territories: eligible projects must be located there, while eligible portfolio companies must be established and operating there.
- Portfolio recipients must be projects, small or medium-sized enterprises, Small Mid-Caps or Large Mid-Caps active in an eligible target area.
- The management team must normally be independent. Limited exceptions apply where specialist investment expertise is concentrated among a few market participants or the fund invests in technology transfer; in those cases, conflict controls must be agreed with the EIF.
- As a general rule, at least 30% of total fund commitments must come from qualifying third-party investors in the same risk class, or from the EIF or EIB investing their own resources. Qualifying third parties must account for at least 15%; the EIF may reduce that minimum in some circumstances.
- The fund must meet minimum allocations to eligible recipients and to the climate and environmental target areas selected in its application. These are calculated from the fund's total invested amounts and the amount drawn from the EIF.
- The contribution to climate action and environmental sustainability is measured against the EIF's activity criteria and monitored through the fund's reporting.
- Illegal activities, recipients in an exclusion situation and activities barred by EIF policy are not eligible. Financing also cannot cover vessels, vehicles or rolling stock specifically dedicated to transporting fossil fuels.
