Municipality of The HagueHollandia5–250 E EUR

Borrow at zero interest for energy-saving improvements to a community, cultural, sports or religious building you own or rent in The Hague.

Ez a lehetőség jelenleg angolul érhető el.

Finance insulation, efficient lighting, improvements to heating, cooling, ventilation or energy generation, and EV charging points on your own grounds. Energy-efficient equipment, including induction hobs and refrigerators, and necessary advice or research can also be financed. Other measures to save energy and reduce CO₂ need municipal approval.

Borrow €5,000–€250,000 and repay the loan within 15 years. You pay no interest; the municipality pays the loan's closing fee without deducting it from the money borrowed. Financial advice, valuation, notary and costs of establishing, maintaining, releasing or enforcing security remain your responsibility where applicable. Sports associations together can borrow at most €1.5 million from the scheme's €3 million allocation.

SVn holds the money in a construction account and pays contractors from submitted invoices. If you have already paid an invoice, provide proof of payment for reimbursement after SVn approval. You must pay any amount exceeding the account balance yourself; you cannot deposit your own funds into it. Banking charges for payments can be passed on to you. Any unused balance when the account closes reduces your loan debt. The account normally lasts 12 months, with one extension of up to 12 months; SVn may close it after six months without transactions.

SVn assesses whether you can afford the borrowing and agrees your repayment schedule in the loan documents. All debt must be paid by the end of the term. Payments cover any costs and other charges first, then interest where due, then the borrowed amount. You can repay all or part early without a compensation charge. Late payments attract statutory interest and may incur administration or collection costs.

Eligibility

  • For improvements outside business activities, apply as a religious institution, or a foundation, association or cooperative with a public-facing function, such as a community centre, scouting group, playground association or sports club. The building must be in The Hague and owned or rented by your organization.
  • Borrow only for the eligible measures. Contractors must be registered with the Dutch Chamber of Commerce (KvK). As a tenant, obtain and submit the owner's permission where required; SVn also requires the full lease and evidence of current rent payments.
  • SVn can lend with or without a mortgage and can require extra security. A mortgage requires ownership of property that SVn can take as security; if you do not pay, that property can be sold. You must provide additional security rights when SVn requests them. Where property secures the loan, you must also pledge all current and future movable assets intended to serve it, including items removed from it. Pledging gives SVn the right to sell those assets if you fail to meet your obligations. Joint borrowers are each responsible for the entire debt.
  • Send SVn annual accounts prepared by a recognized firm as soon as ready and within six months of each financial year end. Report changes to your organization's legal structure immediately and provide information about your finances and significant developments. Failure to meet loan obligations or using the money for another purpose can make the full debt immediately due after SVn's written notice.
  • Maintain sufficient insurance for the general and specific risks of your organization. If property is mortgaged, maintain it, insure it at rebuilding value during and after the work, and obtain SVn's written permission for changes to its purpose, layout or character and for removing additions covered by the mortgage. For apartment rights, the mortgage insurance provisions yield where they conflict with mandatory law or the applicable apartment regulations.

  • Apply to the municipality at least 16 weeks before works; first complete applications are processed until the allocation is reached.
  • After municipal referral, apply to SVn within eight weeks; do not start works before SVn approval.

First email duurzamehaagsewijken@denhaag.nl at the municipality before applying. Prepare a project plan listing the measures and completion date, a budget and financing plan, and contractor quotations. Apply through the online form on the municipal loan page at least 16 weeks before works start. Complete applications are processed in order until the scheme allocation is reached.

The municipality sends its decision within four weeks. If approved, use its referral letter to apply to SVn within eight weeks of receiving it; after that, the referral no longer permits an SVn application. For foundations and associations, the SVn checklist includes the last three years' full accounts prepared by a recognized firm, an operating budget including loan payments, and statutes and borrowing-approval minutes where applicable. Use the checklist for the full document requirements.

Wait until SVn approves the loan before carrying out the measures. Finish the work within one year; SVn can allow up to one further year.
