Toekomstbestendig Wonen Lening — personal homeowner loan
Borrow for energy improvements and other home renovations in Elburg, with at least one energy measure in every project.
Ez a lehetőség jelenleg angolul érhető el.
This entry covers the ordinary personal loan under Toekomstbestendig Wonen Lening. You can finance insulation, solar panels or a green roof, alongside adaptations that help you live independently, renovation, asbestos removal or foundation repairs. Every investment must include at least one energy measure. The municipality assesses each proposed measure individually.
Borrow €2,500–€35,000 at 2.6% interest, fixed for the whole term, with no closing fee. The term is 10 years up to €15,000 and 15 years from €15,001. You repay through fixed monthly instalments containing interest and principal, so the outstanding loan gradually falls; repaid money cannot be borrowed again. Multiple loans under this scheme together may not exceed €35,000 for the same applicant and dwelling. Financial advice, if you use it, is at your own expense. SVn provides the loan without personal financial advice.
The money goes into a renovation account (bouwdepot), rather than all arriving in your bank account. Submit invoices using SVn's declaration forms to the municipality. Contractors can be paid directly; if you paid an invoice yourself, supply proof of payment for reimbursement. The account lasts 12 months and can be extended once on request, by up to 12 more months. It closes when the money is used or the work is complete, and always after 24 months. SVn may also close it after six months without transactions. Unused money reduces your loan. Account credit interest offsets your periodic payment for up to 12 months. Pay any invoice shortfall from your own money; you cannot deposit your own money into this account. Bank charges for special transfers can be charged to you.
You may repay early without a fee, with a minimum of €250 per extra repayment. SVn adjusts the monthly payment; if it falls below €35, SVn may shorten the term instead. The loan remains repayable even if your contractor does not deliver the agreed work. Each joint borrower is liable for the entire debt. Late payment brings statutory interest and may bring administration or collection costs; payments cover costs and other charges before interest and principal.
Eligibility
- You must own a home in Elburg and use it, or intend to use it, as your main residence. All co-owners apply together. At least one applicant must be younger than 76 when applying to SVn. This entry covers individual homeowners.
- The scheme prioritises homes needing improvement. Normally the registered energy label must be C, D, E, F or G. Check energielabel.nl. If the label is missing, your application must explain why energy improvements are needed; the municipality decides whether the home qualifies. The annex covers street-accessible homes with at least one floor at ground level and homes in an owners' association (VvE). For a VvE, at least one apartment within the association (an appartementsrecht) must have label C or worse. Homes recently substantially improved can be excluded despite their label. In special cases, such as a label-B home needing accessibility work, foundation repairs or asbestos removal, the municipality may allow an exception in consultation with SVn and Gelderland province; an energy measure remains mandatory.
- Measures must avoid disproportionate extra strain on the electricity grid without appropriate solutions. An exception requires prior consultation with Gelderland province and/or SVn, and either consultation with the regional grid operator or demonstrable alignment with municipal heat plans.
- For insulating window frames, the U-value must be no more than 1.2 and be stated in the quotation. Heat-pump systems must be eligible for the sustainable-energy investment subsidy (Investeringssubsidie duurzame energie, ISDE). Home batteries are eligible only with solar panels. Asbestos removal must be carried out by a certified asbestos-removal company. These are conditions for those particular measures.
- SVn must approve your ability to repay alongside your other fixed expenses. It examines income, household circumstances, housing and employment; home equity does not determine admission to this personal loan. The municipality can reject costs disproportionate to the result, costs below €2,500, applications exceeding the €35,000 combined cap, or work already started or completed. Incorrect information or failure to conclude the loan can lead to withdrawal of the allocation.
- Applications depend on available municipal/provincial funding. The separate VvE loan intake is currently closed because its budget has been reached.
Keep SVn informed in writing of changes to contact details and promptly provide documents or decisions relevant to the loan. SVn can demand immediate repayment after at least two months of payment arrears if you still fail to pay following formal notice; when you leave or are expected soon to leave your permanent residence in the Netherlands; on death if SVn has grounds to expect non-payment; on bankruptcy or personal debt restructuring; or for deliberate material misinformation, including using money for purposes other than the agreed measures. Collection, acceleration, release of joint liability and changing loan type can incur costs.
SVn sends an annual balance statement; object within 13 months if it is incorrect. It can amend terms with at least 30 days' notice, unless a legal or urgent reason requires earlier commencement. Notify SVn before the change takes effect if you disagree; silence counts as acceptance.

Apply to Elburg through the municipal DigiD form with your proposed measures, quotations or another cost breakdown, and an implementation schedule. If you are moving into the property, include the purchase agreement when applicable. The form cannot be saved midway.
The municipality processes applications in order of receipt. It acknowledges receipt within two weeks and decides within eight weeks after receiving a complete application. If information is missing, you have four weeks to complete it or the application is set aside. A missed municipal decision deadline does not mean approval.
A municipal allocation letter reserves funding and lets you apply to SVn; it does not guarantee credit approval. SVn carries out its own financial assessment and issues an offer if approved. Sign and return that offer before starting any work. Municipal filing or an allocation letter alone does not permit you to start. Check separately whether you need a permit or must meet Omgevingswet requirements.
If you disagree with the municipal decision, objection and appeal are available. For SVn's financial decision, use its complaints procedure, followed where appropriate by KiFiD or the competent civil court.
