Homeowner insulation grant
A grant towards contractor-installed insulation for owner-occupiers of older, poorly insulated homes in Waalre.

You can claim towards cavity-wall, external-wall, roof, attic-floor, floor or ground insulation, or replacement glazing, insulating doors and panels, installed by a construction company. The municipal grant covers up to 70% of the costs, normally capped at €1,500 per home. Qualifying biobased insulation—made from renewable natural materials—raises that ceiling to €2,000; the 70% rate still applies.
If a trained company prepares the home before insulation to protect animals such as bats and birds, the municipality also covers 100% of those preparation costs, up to €500 per home. This makes the highest combined local support €2,500 when both additions apply. If you also receive national support such as ISDE, the combined municipal and national contributions cannot exceed the cost of the measures.
Eligibility
- You must be an adult individual who owns and lives in the home in Waalre as your main residence. It must be an independent dwelling, legally built before 1990, with a WOZ property valuation strictly below €583,000 at the 1 January 2022 valuation date.
- The home must have energy label D, E, F or G, or at least two poorly insulated components among its floor/ground, walls, roof/attic floor and glazing. The work must improve a poorly insulated component.
- The municipal indications of poor insulation are: roof insulation below 9 cm or Rc ≤ 2.0; no attic-floor insulation (Rc ≤ 0.5); no cavity, internal lining or external-wall insulation (Rc ≤ 1.1); floor/ground insulation below 5 cm or Rc ≤ 1.3; and single, old double or HR glass with Ug ≥ 1.6. Rc measures the existing component’s resistance to heat loss; Ug measures heat passing through glass.
- Use a company registered in the construction sector in an EU or EEA trade register. You cannot combine contractor and do-it-yourself work in one application.
- The work must have been carried out after 1 January 2025. It must replace an outdated measure rather than add a new element to the home. Each home can receive this municipal insulation grant only once.
The contractor route must meet the ISDE minimum areas and insulation values. The municipality’s annex lists 10 m² and Rd ≥ 1.1 for cavity walls; 10 m² and Rd ≥ 3.5 for external walls; and 20 m² and Rd ≥ 3.5 for roofs, attic floors, floors and ground insulation. Rd measures the insulation material’s resistance to heat loss, in m²K/W. Glazing must cover at least 3 m²: HR++ glass has U ≤ 1.2, triple or vacuum glass U ≤ 0.7, insulating doors U ≤ 1.5 and panels U ≤ 1.2, in W/m²K. A lower U value means less heat passes through. Check these minimums with your contractor before ordering; qualifying biobased material must meet the same requirements.

Check your eligibility before commissioning work and keep photographs taken during installation. Apply after the work is completed through Gemeente Waalre’s online insulation-subsidy form.
Provide your name, home address, building year, WOZ valuation, energy label or description of poorly insulated components, the components improved and their areas, and your IBAN. Attach invoices stating the measures, materials, insulation values, product notification codes (meldcodes), areas and any animal-protection preparation costs, plus photographs during the work. Biobased material and its use must be identified on the invoice; include photographs of animal-protection preparation where applicable.
The municipality decides within four weeks of receiving a complete application and pays an approved grant into your supplied bank account. Applications close on 31 October 2028, or earlier if the budget is exhausted.
