Green roof subsidy

Gemeente WoerdenHollandia

A grant for owners, owners’ associations and tenants installing rainwater-retaining green roofs in Woerden’s built-up area.

Ez a lehetőség jelenleg angolul érhető el.

A planted roof can retain rainwater and cool the building in summer. This entry covers the green-roof support under the Regeling afkoppelen hemelwater en aanleg groene daken 2023.

For eligible individual owners, owners’ associations (VvEs) and tenants, the rate depends on the installed roof area: €29 per m² for roofs of 6–100 m², €24 per m² for 101–250 m², and €12 per m² for 251–1,000 m². The largest published band reaches 1,000 m² at €12 per m². The municipality determines the final grant using the eligible costs it accepts. Labour, materials and VAT qualify; changes to the roof structure, application administration and permit application costs do not.

Eligibility

  • You must be an adult individual who owns the building, a VvE, or a tenant with written permission from the owner. The building must be legally built, recorded in the Dutch buildings register (BAG), and within the built-up area of Woerden municipality.
  • Your green roof must cover at least 6 m² of contiguous area. It must have a root-resistant layer, drainage layer, substrate layer and vegetation layer, and store at least 20 litres of water per m². The municipality must consider it sufficiently effective at retaining and delaying rainwater runoff.
  • You must hold any necessary permits and have finished the work after 1 March 2018, before applying. If the main building on the parcel was completed after 1 May 2023, that main building must be at least ten years old.
  • Each roof surface can receive this scheme’s support only once: choose either a green roof or rainwater disconnection for that surface.
  • Keep the funded measures in place and cooperate with any site inspection. Inform the municipality promptly in writing if you cannot meet the grant obligations. Also report decisions to stop the funded activity, dissolution of a funded legal entity, relevant changes in financial or organizational relationships with third parties, and changes to a legal entity’s statutes affecting its form, directors or purpose.
  • Under the general subsidy rules, the municipality may refuse an award if its necessity has not been demonstrated, including where you have sufficient funds to cover the activity without the subsidy.
  • If you conduct business activities, the applicable EU State aid rules also apply: aid cannot be awarded contrary to the relevant framework, including its requirements about businesses in difficulty and whether the aid encourages the activity. The municipality must refuse incompatible aid and applicants subject to an outstanding European Commission recovery order for unlawful Dutch aid.

How to apply

Az adott pályázati kör feltételei
  • Apply after completing the work and within six weeks of completion. Awards depend on the annual shared budget and order of complete applications.

Complete the roof first, then submit the municipality’s online application with DigiD or eHerkenning within six weeks of finishing the work. Include a top-view drawing with dimensions, roof photographs, the installation invoice and, where relevant, the owner’s written permission.

Complete the official form and all required attachments. General subsidy rules also require an activity description, intended goals and results, a budget and financing plan identifying other subsidies requested for the same work, and an overview of own capital. A VvE applying for municipal subsidy for the first time must also provide its incorporation deed or statutes and the previous year’s annual report, accounts or balance sheet.

Applications are handled in order of receipt of a complete application, within an annual budget shared with rainwater disconnection. Until 1 September, 60% is reserved for individual owners, VvEs and tenants, and 40% for legal-entity owners; that split is released from 1 September through 31 December. The municipality decides within six weeks after receiving a complete claim and pays within 30 days after determining the final award.

If you are an enterprise, also declare publicly funded support already received or expected for the work, and supply either a de minimis declaration (a declaration for small amounts of public aid) or a State aid analysis.
