Residential energy conservation rebates
Homeowners served by the City electricity utility can receive $0.66 per square foot for qualifying blown-wall insulation in an existing single-family home.
Ez a lehetőség jelenleg angolul érhető el.
This entry covers blown insulation in uninsulated exterior wall cavities of an existing site-built single-family home. Insulation reduces heat loss and winter heating demand.
The rebate is $0.66 per square foot of qualifying wall insulation. The minimum rebate is $15, and it cannot exceed the actual cost. The City confirms your rebate and final cost in its Participation Statement. It pays the rebate directly to the authorized contractor, reducing your upfront cost.
Eligibility
- You must be an electric utility customer of the City of Port Angeles and own an existing site-built single-family home served electricity by the City. This entry covers homes heated solely by permanently installed electric space-heating equipment as their main heat source. The certificate of occupancy must have been issued before January 2016; new construction is excluded.
- The exterior wall cavities must have no existing insulation (R-0) and separate electrically heated space from outside or unheated space. This entry covers wall cavities at least 3½ inches deep, for which the guide recommends R-11. R-value measures resistance to heat flow: a higher value means greater insulating power. The installation specifications require the highest practical R-value and filling all exterior wall cavities, including small cavities around windows and doors.
- A City-authorized contractor must install the blown insulation according to manufacturer instructions and City weatherization specifications. Applicable codes and regulations take precedence when they impose stronger requirements. Nearby building components must be free of decay and structurally sound. Materials must resist relevant corrosion, mould, rot and ultraviolet damage and be compatible with adjoining materials.
- The contractor must block wall-mounted heaters so insulation cannot touch them. If blocking cannot be installed, that cavity must remain unfilled. Fill holes must have non-shrinking, unvented plugs; plugs under siding must be covered, and any plug partially exposed beneath siding requires properly lapped building paper. Holes through siding must be sealed, weatherproof and ready to paint, with non-shrinking filler where the plug is recessed.
- You are responsible for precautions around hazards such as asbestos and older knob-and-tube electrical wiring. Insulation touching active knob-and-tube wiring needs a licensed electrician’s written approval. For pre-1978 homes, contractors disturbing more than six square feet of paint must be certified and trained in lead-safe work practices. Owners must comply with the Washington State Historic Preservation Code; buildings at least 45 years old may qualify for historic registers.
- Insulation must meet the City’s mandatory material standards and federal insulation-labeling requirements. Loose-fill cellulose bags must carry a UL or equivalent label with the manufacturer’s file and issue numbers. The contractor must supply a written warranty covering materials, products and labour against manufacturing and installation defects for at least two years from installation.
- Applicable fire-barrier rules must be followed. Combustible insulation in occupied rooms must be covered by a thermal barrier such as half-inch drywall. Insulation in intermediate spaces such as an attic or crawlspace needs a barrier when local rules or the inspector require one. Fibrous insulation accessible for storage or maintenance must have a covering that allows water vapour through, such as house wrap or drywall.
