Solar grant for existing apartment buildings

City of ViennaAustria

A one-off grant for individuals and legal entities installing rooftop solar panels on existing apartment buildings in Vienna.

Questa opportunità è attualmente disponibile in inglese.

You can fund a new rooftop photovoltaic system that generates electricity while connected to the grid. The grant is the lower of two calculations: EUR 400 per kWp for the first 50 kWp, EUR 300 per kWp for the next 50 kWp and EUR 250 per kWp above 100 kWp; or 30% of eligible costs after deducting the first five years’ electricity revenue, valued at EUR 0.035 per kWh. kWp measures the system’s rated peak power. Revenue is deducted from the cost base before applying 30%, rather than from the grant. The funded system cannot exceed 1,000 kWp.

Eligible costs include modules and their supporting structure, installation, piping and controls, metering, fall protection, planning, advice and expert reports. Batteries, backup systems, displays, roof covering, charge controllers, snow guards, meter replacement, disposal, self-installed materials, used modules, rent, fees, guarantees, insurance and electricity-supplier bills are excluded. Financing and land costs are also excluded. VAT counts only where it cannot be recovered as input tax.

The grant is paid after installation and submission of final-settlement documents. The amount in the grant agreement is a ceiling; the final amount is determined after completion.

Eligibility

  • Individuals and legal entities can apply for a system in Vienna. The building must have at least three homes and at least 50% residential use. It must be more than nine metres high, or have a ground floor and at least two upper floors excluding the attic. It qualifies as an existing building two years after its completion notification.
  • This entry covers systems above 1 kWp and up to 1,000 kWp. They must achieve at least 800 full-load hours a year: the annual electricity generation divided by rated power must reach that level. Provide a professional forecast using standard calculation methods. Export to the public grid must be possible. Systems on business premises, one- or two-family homes and individual balcony modules are excluded.
  • Financing and implementation must be secured, taking the grant into account. The measure must substantially improve environmental protection and go beyond EU minimum standards. With leasing, hire purchase, contracting or similar financing, you must own the system by the final instalment.
  • You cannot combine this grant with other installation grants, including OeMAG, Climate and Energy Fund or EAG support. Notify the funding office immediately about any additional grant applied for or received.
  • If aid is awarded under the EU General Block Exemption Regulation (AGVO), an outstanding European Commission recovery order or an “undertaking in difficulty” excludes funding. The difficulty test covers insolvency or grounds for creditor-initiated insolvency, unpaid rescue loans or guarantees still in force, and an ongoing restructuring plan. It also covers loss of more than half the relevant company capital; that capital-loss test does not apply to small or medium-sized enterprises under three years old. For larger enterprises, both a debt-to-equity ratio above 7.5 and an EBITDA interest-coverage ratio below 1.0 over the past two years trigger the test: earnings before interest, tax, depreciation and amortisation are insufficient to cover interest. The regulation also contains a specific capital-loss exception for qualifying risk-finance investments.

How to apply

Restrizioni del bando
  • Apply before any order, deposit, work or irreversible commitment. Awards depend on available funds. Business/legal entities use the business form; individuals renting out more than five flats apply as a business.

Apply online through Kommunalkredit Public Consulting (KPC), using the private-person or business/legal-entity form linked from the City’s official page. Individuals renting out more than five flats must use the business route. Applications are accepted year-round, subject to available funds, and there is no entitlement to an award.

Apply before placing an order, paying a deposit, starting construction or making any other irreversible commitment. Submit a specialist company’s quotation and generation forecast, evidence of the building’s size and age, and the required identification. If someone applies on your behalf, include written authority. You may start at your own risk after applying without waiting for approval.

Complete the system within 24 months of the funding commitment. Notify the office of the start and completion, seek its approval for changes, and report delays immediately. An extension requires agreement with the office in justified exceptional circumstances. Projects taking more than two years require annual progress and expenditure reports.

Submit the detailed settlement with supporting documents within one year of completion, plus a final report describing output, capacity and technology; the office may waive the final report in justified cases. Keep invoices and payment records and obtain the grid operator’s written confirmation of the export metering-point number before payment. No extra metering point is required if the existing solar installation already has one.

Allow document checks, site visits and measurements under the agreement, for a period covering the statutory record-retention requirement. The grant can be recovered for material misinformation, misuse or failure to meet conditions; also if settlement cannot be checked through your fault within five years of completion, or an ownership/control change before completion or within five years afterwards defeats the funded outcome. Recovery carries EU reference interest from payment. The office may refrain from recovery if the funding objective remains secure.
