Municipal building retrofit
A combined loan and grant for Canadian municipalities and qualifying partners to cut energy use and emissions from existing public-service buildings.

Finance insulation, windows, heating and ventilation, hot water, lighting, solar panels, geothermal heat pumps and other measures in one municipal building or a portfolio. The combined funding can cover up to 80% of eligible costs, to a maximum of C$10 million; the grant is calculated from the loan and can be up to 20% of the loan amount.
Choose between two project routes. A Green Buildings Pathway project implements one or more stages from an existing qualifying study that lays out reductions over time. An Impact Retrofit completes the improvements as one capital project and must reduce greenhouse-gas emissions by at least 50% and energy use by at least 25% against baseline performance.
Eligibility
Canadian municipal governments can lead. Companies, municipal corporations, regional or other public-service organizations, nonprofits, non-governmental organizations and research institutes can apply as municipal partners when every included building is wholly owned by a municipality or eligible Indigenous community. An Indigenous community can lead when it partners with a Canadian municipality or has a relevant shared-service agreement.
Every building must be wholly owned by a municipality or eligible Indigenous community. Homes do not qualify. For the one-project Impact Retrofit route, include a detailed energy audit of the building that meets the formal ASHRAE Level 2 study standard and is signed by a licensed professional engineer.

- Applications are accepted while programme funding remains available.
Create a profile in the FCM funding portal and submit a pre-application. If Green Municipal Fund confirms eligibility, complete the full application, project workbook and required supporting documents in the portal. Quebec municipalities must first submit through the provincial MAMH review route described on the programme page.
