RenoINN infrastructure renewables and storage grant
Grants for public and private organizations installing solar, wind or hydro generation with storage at eligible transport, water, landfill or mine-rehabilitation sites in Spain.
Questa opportunità è attualmente disponibile in inglese.
RenoINN incentive programme 3 supports renewable electricity at airports, ports, canals, railways, roads, desalination and water-treatment facilities, including their associated installations. It also covers qualifying rehabilitation of former mining sites and operating or closed landfills within their authorized boundaries. Electricity can be used on site or sold to the grid; off-grid installations are also permitted.
IDAE awards non-repayable grants through competitive selection; meeting the eligibility conditions does not guarantee funding.
The grant combines the generation aid requested per kW (per kWp for solar peak power) multiplied by installed generation capacity, plus the applicable storage aid per kWh multiplied by admissible nominal storage capacity. Annex II sets maximum modules by technology and size. The grant cannot exceed eligible project costs, and the ceiling is €30 million per company per investment project. Only eligible electrochemical storage receives the storage module; hydraulic storage has a €0/kWh module. The definitive grant is paid after IDAE verifies completion.
The second call is closed, and definitive awards were published on 28 July 2026. The programme rules remain valid through 2028, but that does not create an open application window.
Eligibility
- Applicants must be legally constituted and registered public or private legal entities, or groups of them. Spain's central state administration cannot apply. Companies in financial distress that meet the EU definition of an undertaking in difficulty, applicants with final convictions for the specified environmental crimes in the five years before the call date, or final very serious environmental sanctions in the three years before that date are excluded. Applicants must meet the general subsidy-law conditions, be current on tax and social-security obligations, and meet statutory commercial-payment deadlines where those rules apply.
- Foreign companies can participate subject to the programme's Spanish tax identification, registration and other administrative requirements. The project must be in Spain. Groups without their own legal personality need a pre-application internal agreement; each member is responsible for the whole group’s grant obligations, including any required repayment, and the group cannot be dissolved before the statutory limitation periods expire.
- Solar must reach at least 200 kWp; wind or hydro at least 200 kW. You can group installations each strictly above 15 kWp or 15 kW to reach the minimum. Grouped installations must share a beneficiary, technology and programme, and each must independently meet the technical conditions. New generation, renewal or extension of existing generation must use new equipment; a battery-only project is ineligible.
- Storage must provide at least 0.5 kWh per kW of generation. Aid covers no more than 5 kWh per kW, although larger storage may be installed. A hydro plant can instead demonstrate equivalent storage as potential energy. Storage must draw at least 75% of its annual energy from directly connected renewable generation. Lead-acid batteries are excluded; storage needs a five-year warranty for at least 70% charge/discharge capacity, EU technical support, and compliance with European data-protection and cybersecurity rules. Solar inverter nominal power must not exceed panel peak power.
- Apply before starting: for public applicants, publishing tender documents starts the works; for private applicants, the first binding equipment commitment that makes the investment irreversible does so. Preparatory permits and feasibility studies may precede application.
- Meet the Do No Significant Harm (DNSH) test: show that the project does not significantly harm climate mitigation, climate adaptation, water, the circular economy, pollution prevention or biodiversity. At least 70% by weight of non-hazardous construction/demolition waste must be prepared for reuse, recycling or other material recovery; naturally occurring material in waste category 17 05 04 is excluded from that calculation.
- A listed waste-facility location does not waive DNSH exclusions. The FAQ excludes landfill and incinerator activities except its documented exceptions for plants exclusively treating non-recyclable hazardous waste, or work at existing plants to improve energy efficiency, capture exhaust gases or recover material from incineration ash without increasing waste-treatment capacity or extending plant life. Existing mechanical-biological treatment plants have an exception for energy-efficiency improvements or conversion to recycling separately collected waste, with the same capacity/lifetime limits.
- Other national public aid can be combined within project-cost and State-aid limits; other EU aid for the same purpose is incompatible. Immediately disclose other project aid to IDAE, including aid applied for, before grant justification.

The second call accepted electronically signed applications through IDAE's specific call portal until noon Spanish mainland time on its closing date. It now provides the award resolution and documents for existing applicants. Applications were submitted by an authorized representative with applicant documents, a technical project description and evidence for assessment criteria; where the statutory three-offer rule applies, applicants must request quotations from three suppliers.
Participation normally requires financial security of €20,000 per MW of generation, provided through an aval from a guarantor or surety insurance to secure project performance, lodged with the Caja General de Depósitos, with no expiry date for this call. Exemptions cover public administrations and their linked bodies, public-sector companies and foundations; grants below €3,000 subject to the statutory exception; entities exempt by law; qualifying nonprofits and their federations or groups undertaking social-action/international-cooperation projects; and groups without legal personality. These participation exemptions do not remove the separate guarantee required for an advance payment.
Awarded second-call projects must finish by 30 June 2030 and justify completion within three months of the maximum execution deadline. Provide semiannual reports on actual operating data, expenditure and progress, plus competent-authority evidence of the programme 3 site's activity and location. Keep original records for five years from the maximum execution deadline, or three years for grants of €60,000 or less.
Request approval for changes to awarded conditions before the execution deadline; changes must have unforeseen exceptional causes, preserve project objectives, third-party rights, DNSH and recovery-plan milestones and requirements, and cannot increase the grant. A justified budget reallocation needs no authorization only where increases in individual eligible cost categories stay within 20%, are offset elsewhere, and do not change the assessment or total award. Missing justification or mandatory conditions can lead to nonpayment or repayment. Delivering less than half the committed generation or storage, or failing the required minimum capacity, loses the grant. Funding publicity includes a permanent sign installed within three months of completion and kept for at least ten years.
