Stimuleringslening for community buildings
Borrow to improve an existing community or school building in Brummen, with at least one measure that saves or generates energy.
Questa opportunità è attualmente disponibile in inglese.
This entry covers loans of €10,000–€24,999 over ten years for building-managing associations, school boards and nonprofit organizations. The loan pays for accepted material and work costs. Improvements can include climate adaptation, biodiversity, asbestos removal, circular use of resources and foundation repairs, but must always include energy-saving or energy-generating work.
SVn provides and manages the loan after its own financial assessment. You repay principal and interest through an annuity loan: each installment includes interest on the outstanding balance and a repayment that reduces what you owe. The municipal ordinance specifies 1.8% interest; SVn establishes the rate when the allocation is made. Any agreed fixed-rate period and later rate resets follow the loan documents. Early repayment is free.
The closing fee is 1% of principal, subject to a €1,500 minimum and €7,500 maximum. In the range covered here, the fee is €1,500 and is deducted from the loan, leaving that much less for the work. You also bear any financial advice, valuation or notary costs.
The money is held in a building deposit from which SVn pays approved invoices to contractors, or reimburses invoices you have paid when you provide proof of payment. The deposit normally lasts twelve months and can be extended once by up to twelve months on request. It closes when all funds are drawn, the work is finished or twenty-four months have passed; any remaining money reduces the loan balance. SVn may also close it after six months without transactions. You pay any invoice shortfall from your own funds.
Eligibility
- Your applicant must be a legal entity: an association managing a building, a school board managing and maintaining one or more school buildings, or a nonprofit organization managing one or more buildings.
- The work must concern an existing building used for community purposes in the municipality of Brummen. Include at least one energy-saving or energy-generating measure.
- The municipality must accept the actual costs as reasonable for the result. Funding depends on sufficient municipal budget. An allocation reserves funding but does not guarantee a loan: SVn independently assesses your finances and can refuse the application.
- The municipal route uses a private loan deed. SVn’s business terms require pledges of relevant movable assets used in your activities and allow SVn to require additional security. These pledges give SVn rights over the assets if you fail to repay; you need its written permission to dispose of or further encumber pledged assets.
- Give SVn relevant loan information and promptly report circumstances that may make the debt repayable early. Insolvency can trigger immediate repayment; noncompliance, cessation, major organizational changes or incorrect application information can trigger repayment after written notice. Defaults on other borrowing or guarantees can also trigger early repayment. Late payments attract statutory interest and may incur administration or collection costs.

Contact the municipality’s loan contact, C. Hornkamp, at (0575) 568565 or c.hornkamp@brummen.nl to start the municipal application route. Submit the municipal form with your proposed measures, actual costs supported by quotes or other financial evidence, and a timetable for the work.
The municipality processes applications in order of receipt. If it requests missing information, you have four weeks to complete the application; otherwise it will stop processing it. After a positive allocation, use the allocation letter to apply to SVn. SVn makes its financial assessment, determines the final loan amount and issues an offer if approved. The municipality withdraws the allocation if it relied on incorrect information or the loan is not concluded.
