Apartment building renovation loan
A repayable loan for apartment owners’ communities to renovate a shared residential building and improve its energy efficiency.

Borrow from EUR 10,000 for a term of up to 20 years, with your own contribution to project costs starting at 0%. Apartment owners repay the loan through their building-management payments. The processing fee is 1% of the loan amount, with a EUR 150 minimum, payable when the agreement is signed.
SEB’s green-offer criteria require at least 30% primary energy savings after renovation: plan the renovation around that reduction in the building’s primary energy use and prepare the required energy audit. ALTUM’s linked programme can provide a guarantee for a commercial-bank loan and a conditional capital rebate after completion and achievement of the savings target. That rebate reduces the loan to be repaid; it is separate from SEB’s lending. ALTUM’s lower energy-saving threshold for buildings in Latgale does not replace SEB’s published 30% criterion.
Eligibility
- Apartment owners’ communities can borrow without creating a formal association. For the linked ALTUM support, the building must have at least three apartments.
- The owners must decide to participate in the energy-efficiency project, borrow and allow a possible increase in the building-management fee. The positive decision must represent more than half of all apartment owners; SEB may review the required level of owners’ support after a detailed assessment of the specific project.
- Prepare an energy audit and a simplified technical design. SEB also requires information on the owners and building, the planned works and cost estimate, and the borrower’s legal and financial documents.
- SEB’s published security requires you to pledge future payments owed to the borrower as collateral for the loan, keep a deposit of at least two loan payments and obtain an ALTUM guarantee.
- Projects using the linked ALTUM programme must be completed by March 2029.

ALTUM has fully reserved the linked programme’s funding and is no longer accepting new project applications. The advertised loan route requires positive decisions from both SEB and ALTUM before you can sign the agreements.
For a project already in the ALTUM programme, submit SEB’s completed renovation-loan application through the official loan page. Include the owners’ decision and the supporting documents. SEB contacts you with a proposal or further questions; sign the agreements after positive decisions from both SEB and ALTUM.
