Rooftop garden solar grant

City of Vienna, Kommunalkredit Public ConsultingAustriafino a 50K EUR

Individuals and legal entities can receive a grant for solar panels that shade shared or publicly accessible roof areas where people spend time in Vienna.

Questa opportunità è attualmente disponibile in inglese.

Install new solar panels above a roof area used by residents, visitors or employees, so that the panels generate electricity and provide shade. The covered area must be at least 20 m². Planting or greening the roof is not required.

The grant is the lowest of €600 per kWp of eligible installed peak capacity, 30% of eligible costs after deducting the first five years of electricity revenue, and €50,000 per installation. Revenue is valued at €0.035 per kWh and deducted from costs before applying the 30% rate. Only capacity that directly shades the walkable roof area qualifies. The final amount is paid after completion and submission of the settlement documents.

Eligible costs include new modules, the necessary supporting structure, installation, piping and fittings, measuring equipment, planning, advice and expert reports. Recoverable VAT is excluded.

Eligibility

  • Individuals and legal entities can apply for an installation in Vienna. The shaded roof area must be publicly accessible or shared, including by residents, visitors or employees.
  • The system must have at least 1 kWp of peak capacity, operate connected to the electricity grid with the ability to feed electricity into it, and achieve at least 800 full-load hours a year. This is an annual generation requirement: the forecast output divided by peak capacity must reach 800 hours. Provide the forecast from a specialist firm. An existing PV installation with a metering point does not need an additional point.
  • Apply before placing an order, paying a deposit, starting construction or making another commitment that makes the investment irreversible. Project financing and delivery must be secured, taking the grant into account.
  • Batteries, new meter cabinets or meter replacements, disposal, rent and fees, guarantees and insurance, electricity bills, backup systems, displays, charge controllers, self-installed materials and used modules are excluded. The city also excludes roof coverings and snow guards.
  • You cannot combine this grant with other grants, including EAG/OeMAG support or Climate and Energy Fund funding. Report other requested or received support immediately.
  • With leasing, hire-purchase, contracting or similar finance, ownership must transfer to you no later than the final instalment.
  • Companies classified as financially distressed under the EU “undertaking in difficulty” test in Article 2(18) cannot receive awards under EU block-exemption rules. For awards under those rules, an unfulfilled EU order to repay unlawful state aid also excludes support.

  • Subject to available funding; apply before ordering, a deposit or construction.

Apply online to Kommunalkredit Public Consulting (KPC), using the private-person or business/legal-entity form, and select “PV-Dachgarten” as the mounting option. Provide a specialist firm’s quotation, confirmation of the rooftop PV capacity, a plan showing kWp and m², evidence of shared access, the forecast annual electricity output and photo identification; individuals can use ID Austria instead of photo identification.

Applications are accepted year-round, subject to funds. Once KPC confirms receipt, you may start at your own risk. Complete the installation within 24 months of the grant commitment. For an exceptional delay, email the funding office with the reasons and expected completion date; agree any extension with it.

After approval, sign and return the acceptance declaration with the final settlement documents to KPC. The contract becomes effective after you submit that signed declaration. Submit invoices, payment evidence, grid-feed metering confirmation, any required building permit, the signed contract, electrical test and installation photos. Both completion and final settlement must meet the contract’s date.

Notify the funding office of the start and completion, and obtain its approval for project changes. Notify delays immediately. Projects lasting more than two years need annual progress and expenditure reports. The general rules require a final report within one year of completion showing electricity generation, capacity, technology and annual output in relation to costs, unless the office grants a justified waiver.

Keep records for the statutory period specified in your contract and permit inspections. Payment can be reclaimed for false information, misuse, failure to meet grant conditions, loss of the ability to verify the accounts within five years, or ownership changes before completion or within five years afterwards that defeat the funded outcome. Repayment carries interest from disbursement at the EU reference rate fixed when the grant was awarded.
