Sustainable biofuel production grant

Kommunalkredit Public ConsultingAustriafino a 4,5 Mln EUR

Grants for businesses and organisations building or converting plants in Austria to produce sustainable liquid and gaseous biofuels.

Questa opportunità è attualmente disponibile in inglese.

You can fund plants producing second-generation liquid biofuels and plants that turn biomass into process gas, including equipment that processes it into liquid or gaseous fuels. Eligible investment costs include the plant, feedstock and fuel storage, planning and installation. Planning costs are limited to 10% of eligible material costs.

The support is a one-off investment grant that does not need to be repaid when its conditions are met.

The base grant is 20% of eligible investment costs. The grant is capped at €1,125 per tonne of annual CO₂ savings, the investment grant you state is needed in your application, and €4.5 million per project. A further 5 percentage points are available for feedstocks sourced within 50 km. EMAS-certified businesses registered in the Austrian environmental-management register can receive another 5 percentage points, capped at €10,000 for that bonus. Bonuses remain subject to the applicable state-aid ceiling.

State-level grants may be combined with this support. Support under the Erneuerbaren-Ausbau-Gesetz (EAG), Austria’s renewable-energy expansion scheme, cannot be combined with this grant; this also covers advantages in market-premium and bidding procedures. KPC assesses possible EU rural-development cofinancing with your application.

Costs before KPC receives the application or after the completion deadline are excluded, except for planning and preparatory work. Your own staff labour, invoices below €500, taxes and financing costs are not eligible.

Eligibility

  • Businesses, other organisations carrying out business activities, associations and religious institutions can apply. Foreign companies can apply too, but the investment must be at an operating site in Austria. Agricultural projects qualify only when they are not eligible under agricultural funding. Private individuals and private-use project portions are excluded.
  • Eligible investment costs must exceed €10,000 and annual CO₂ savings must exceed 4 tonnes. Feedstocks must be sourced regionally, with a maximum transport distance of 100 km. KPC compares energy use and emissions before and after the project to calculate annual savings.
  • Feedstock sourcing and the fuels’ full greenhouse-gas balance must satisfy the sustainability criteria in EU Directive 2018/2001. You must document your long-term feedstock supply, its origin and transport distances, and the use or sale of the fuels.
  • Food-crop-based plants, biofuels subject to mandatory blending requirements, renewable-electricity plants and renewable-gas plants are excluded from the biofuel activities described here.
  • The investment must not be required by law or an authority. Its payback period without the grant must meet the three-year minimum: KPC assesses the eligible costs and savings from the investment.
  • For investments in installations covered by the EU Emissions Trading System, only existing industrial or commercial plants or processes qualify, with environmental investment costs of no more than €2 million. Existing ETS installations supplying electricity or heat to third parties cannot receive support.
  • Leasing, hire-purchase or contracting finance is available only for nationally funded projects, and is excluded where EU cofinancing is used. The funded equipment must become the grant recipient’s property no later than the final instalment.
  • Complete the project within 18 months after the grant contract is issued; exceptions require technical justification. Operate the funded plant for at least ten years. Failure to meet grant conditions can lead to repayment.

How to apply

Stato
Date non annunciate

Apply online to Kommunalkredit Public Consulting (KPC) before the earliest binding equipment order, delivery, construction start or other commitment that makes the investment irreversible. If using leasing, hire purchase or contracting, submit before signing that contract or ordering equipment, whichever comes first. After KPC confirms receipt, you may start at your own risk.

Submit the complete technical description, feedstock-supply plan, financial calculation, details of product use or sale, supplier quotations or cost estimates and construction/operating permits. A bank report is required for investments above €500,000. Incomplete applications must be rejected.

At final settlement, provide at least one comparison quotation for each major plant component or cost item. Where affiliated or partner companies supply them, KPC may require three independent comparison quotations, making four price quotations in total. Submit the final accounts through KPC’s online platform and meet the completion and settlement dates in your grant contract.

For leasing or hire purchase, the equipment owner applies. Payout cannot exceed the grant recipient’s payments made by final settlement, excluding interest and fees.

For contracting, the customer or contractor applies according to who owns and records the plant in their accounts. When the customer applies, payout cannot exceed the customer’s payments made by final settlement, excluding interest and fees. If the contractor applies, both parties must be eligible. The contractor must demonstrate the predicted environmental benefit and secure it for at least the full duration of the grant contract with KPC. The grant’s advantage must visibly reach the customer.

After approval, sign the grant acceptance declaration and return it through KPC’s online platform. The contract becomes effective only when KPC receives the signed acceptance.
