Renewable self-consumption construction-tax relief
Taxpayers installing optional renewable energy systems for their own use in Pamplona can reduce the construction tax attributable to those systems by 90%.
Questa opportunità è attualmente disponibile in inglese.
This relief reduces the municipal Tax on Construction, Installations and Works (ICIO) for solar heat, solar electricity or other renewable energy systems used for self-consumption. The reduction applies only to the tax attributable to the eligible renewable installation, even if the project includes other building work.
ICIO is normally 5% of the material execution cost of the works. This is the actual construction or installation cost, including components listed in the project that form part of the works rather than having a separate identity of their own. It excludes VAT and similar taxes, local charges, professional fees, the contractor’s business profit and other costs outside material execution. The 90% reduction therefore applies to the relevant tax bill, rather than to 90% of the installation price. The tax arises when the works begin, even if the required licence or declaration has not been obtained or filed.
Eligibility
- The works must take place within Pamplona and fall under its municipal works licence, responsible declaration or prior-notification controls.
- The taxpayer can be an individual, legal entity, undivided estate, co-ownership community or other unincorporated economic unit bearing the cost of the works. The property owner is presumed to bear that cost unless another works owner is reliably demonstrated to the municipality. A different person filing the licence, declaration or notification, or carrying out the works, is a substitute taxpayer and may recover the tax paid from the cost-bearing taxpayer.
- Only the renewable systems whose installation is not mandatory under the applicable technical rules qualify. Heat-producing installations must include collectors approved by the competent public authority (homologación).
- If the budget includes other works, separately itemise the renewable installation costs and the other work.
- The ICIO reductions in article 8 cannot be added together. If you request several and qualify for them, only the highest percentage applies.
How to apply

- Submit the relief request and supporting documents together with the works licence application or responsible declaration.
Submit the relief request and supporting documents to Ayuntamiento de Pamplona together with your works licence application or responsible declaration. This is an ongoing route tied to that filing, rather than a separate annual application round. For electronic submission, use the municipal electronic registry with the appropriate form or general application, attach the documents and sign electronically using an accepted identification system. Keep the registry receipt; without a receipt, the municipality has not received the submission.
For abbreviated or communicated-licence procedures, submit the municipal self-assessment form together with the licence application and proof of payment, or a registered payment-deferral request. The same self-assessment and payment evidence or deferral request must accompany a responsible declaration or prior notification. In other licence cases, the municipal tax administration issues a provisional assessment. Paying the tax does not itself grant a works licence.
The initial tax calculation uses the submitted budget, endorsed by the relevant professional body where required; otherwise municipal technicians estimate the project cost. An accepted project modification that increases the budget leads to a supplementary assessment.
Within three months of completion or provisional acceptance of the works, declare completion and the actual cost. Include certification by the works director, endorsed by the relevant professional body, and invoices or equivalent cost records where applicable. Where an activity-startup or first-use/occupancy procedure is needed, these documents may be submitted with that licence application, declaration or prior notification. This declaration is required even if no initial self-assessment was submitted and the municipality has not requested payment. If the taxpayer changes during the works, the final assessment is issued to the taxpayer at completion. Completion means the works are ready for their intended use without further physical work. The final assessment charges or refunds the difference from the initial tax paid, and the municipality can request further cost records and correct assessments, with interest or penalties where applicable.
