Home insulation grant
A grant for managed insulation of poorly insulated owner-occupied homes on Texel, with support depending on the home’s assessed property value.
Questa opportunità è attualmente disponibile in inglese.
Texel Isoleert! helps reduce household energy use. This entry covers interior pitched-roof insulation arranged through the managed route with Klimaatroute for homes without monument status.
The grant covers 100% of reasonable direct eligible costs, including VAT, up to €2,700 per home with a WOZ property value of no more than €477,000, or €1,500 for values from €477,001 to €600,000. Use the value assessed at 1 January 2022. You may combine this grant with other schemes, including ISDE; this grant cannot exceed the invoiced eligible costs.
Eligibility
- You must be an adult resident of Texel and an owner whose main home is the property, or who will move into it immediately after renovation. The home must be a house on Texel rather than an apartment.
- The home must have energy label D, E, F or G. If it has no label or label A, B or C, at least two existing building elements must meet the scheme’s poor-insulation criteria. These cover the floor/ground, external walls, roof/attic floor and windows/doors.
- Under the poor-insulation test in Annex 2, qualifying elements include walls without cavity, internal or external insulation; roofs with no, poor or moderate insulation; attic floors without insulation; floors with no or poor insulation; and single, old double or HR glazing. For example, the annex describes poorly insulated roofs as having less than 9 cm of insulation and Rc no more than 2.0; Rc measures the whole roof’s resistance to heat loss. The roof you plan to insulate can count as one of the two poorly insulated elements.
- For interior pitched-roof insulation, insulate at least 20 m² of the existing roof with new material reaching Rd 3.5 m²K/W or more: this measures resistance to heat loss. Existing insulation cannot count towards that value. The municipality may relax the minimum area for a very small home.
- Klimaatroute must arrange a specialist, appropriately registered contractor and materials meeting current ISDE insulation requirements.
- The home must not have received a previous award under this scheme. Extensions, new dormers, sheds, garages and outbuildings are excluded. The work must be technically feasible and its costs proportionate to the result.

- Applications are currently invited through Klimaatroute; available until 1 July 2028 or earlier budget exhaustion. Awards follow complete-application order and separate property-value-tier budgets.
Start with the Klimaatroute registration check linked by the municipality and choose the managed route. An adviser recommends suitable work; after you choose, you receive a quotation. The adviser arranges the application and installation. You pay the remaining bill after the grant is deducted.
A complete application reserves the relevant grant amount. After a positive decision, you have six months to carry out the work and complete the application; the reservation is released if the work misses that period or fails the conditions. The decision also sets the deadline for submitting the final evidence. The contractor supplies evidence through the intermediary, including material codes/performance, area, dated itemised invoices, payment proof and photos before, during and after installation.
Awards depend on the available budget and the order in which complete applications arrive. The lower-property-value tier has a €3,037,500 budget and the upper tier €225,000. The municipality pays the managed contractor within eight weeks of final settlement and may check the installation at the property.
