Warmer Homes Scotland
Funded heating and insulation improvements for eligible Scottish households struggling to heat their homes, with all costs covered in most cases.

Warmworks assesses your home, recommends suitable energy-saving improvements, arranges installation and checks the completed work. Depending on the assessment, these can include wall or loft insulation, draught-proofing, central heating such as an air source heat pump, or a home renewable-energy system. Eligible households could receive improvements worth £10,000 or more; the work offered depends on your home and eligibility.
The Scottish Government pays for the work in most cases, rather than giving you money to arrange your own installation. In rare cases, you must contribute towards the cost. If a contribution is needed, you can apply for an interest-free loan managed by Energy Saving Trust for the Scottish Government. You repay the loan; it requires a credit check and carries an administration fee.
Eligibility
You must normally own and live in your home, or rent it from a private landlord, in Scotland. Social-housing tenancies are excluded.
Your home must meet all these conditions:
- It is your main residence and you have lived there for at least six months. The six-month rule does not apply if you have an SR1, DS1500 or BASRiS form—a medical professional's confirmation of terminal illness.
- It has a poor energy rating, which Warmworks assesses, and a floor area no greater than 230 m².
- It is in council tax band A–G.
- It meets the legal condition for homes called the tolerable living standard under the Housing (Scotland) Act 2006. If it does not, the shortcomings must not affect how well the recommended improvements will work.
Your household must also include at least one of the following:
- A person aged 75 or over with no working heating.
- A person with a DS1500 or BASRiS certificate completed by a medical professional to confirm terminal illness.
- A person receiving one of the qualifying benefits below, at any payment level or rate.
The qualifying benefits are: Adult Disability Payment; Armed Forces Independence Payment; Carer Support Payment; Constant Attendance Allowance; Council Tax Reduction; Child Disability Payment; Housing Benefit; income-related Employment and Support Allowance; Industrial Injuries Disablement Benefits; Pension Age Disability Payment; Pension Credit Guarantee; Scottish Adult Disability Living Allowance; Scottish Child Payment; Severe Disablement Allowance; Universal Credit; and War Pensions Mobility Supplement. A 25% council tax discount, such as for a single person or student, does not qualify. Receiving only Pension Credit Savings does not qualify.
For private tenants, your landlord must give permission before work is installed. In homes covered by the statutory Repairing Standard, the programme will not fund improvements the landlord is legally required to provide—for example, keeping heating installations working and in reasonable repair. Other recommended improvements can still qualify. Warmworks tells the landlord which work is funded and which costs they may need to pay.
If you occupy the home under a life rent agreement—a documented right to live there rent-free until you no longer need it—you may qualify for recommended heating improvements if you meet the other criteria. You need formal documentation, such as a will, lease or land-register notification, confirming that right and that you pay no rent.

- Call Home Energy Scotland on 0808 808 2282. An advisor checks likely eligibility, books a home survey and refers you to Warmworks.
- Warmworks assesses your home, confirms eligibility and recommends suitable improvements. The initial eligibility check does not guarantee funding: applications depend on meeting the criteria and available Scottish Government funds.
- Warmworks arranges the work and checks it afterwards. All funded work must use Warmworks-approved installers. Work already completed cannot be funded, and making energy improvements between your conversation with Home Energy Scotland and the Warmworks assessment may affect eligibility.
