Home insulation grant
Get up to €1,500 towards insulation installed by a company you choose in your poorly insulated, owner-occupied home in Zeist.
Questa opportunità è attualmente disponibile in inglese.
This page covers planned wall, roof, attic-floor, floor or ground insulation through the “zelf-een-bedrijf-regelen” route: you choose a construction company, pay its invoice and claim the grant back. The work must improve existing parts of your home. Cavity-wall insulation is not part of this route.
The grant covers 100% of reasonable direct eligible costs, including VAT, up to €1,500 per home. Only new, unused energy-saving materials qualify; tools, ladder hire, construction materials and finishing materials do not. You can combine the grant with other subsidies, including ISDE, but the combined subsidies cannot exceed the actual costs.
Eligibility
You must be a private individual who owns the home and uses it as your main residence, or will do so immediately after renovation. It must be a ground-level home in Zeist, built before 1995, outside any owners’ association (VvE), with a WOZ property value of no more than €700,000 on 1 January 2022. A ground-level home is directly accessible at street level and has a storey adjoining ground level.
Your home must have energy label D, E, F or G. If it has label A, B or C, or no known label, at least two of these categories must be poorly insulated: floor/ground, walls, roof/attic floor, or windows and panels in frames/doors. The application helps you check this.
Annex 1 gives the tests for existing poor insulation: roof insulation under 9 cm or Rc ≤2.0; no attic-floor insulation with Rc ≤0.5; no cavity, internal or external wall insulation with Rc ≤1.1; floor/ground insulation absent or poor, under 5 cm or Rc ≤1.3; and single, old double or HR glazing with Ug ≥1.6. Rc measures the insulation of the building structure; Ug measures heat passing through glazing.
The chosen company must be registered in construction in an EU or EEA trade register. The work must be technically feasible. Commercial premises, new extensions, garages, sheds and other outbuildings do not qualify. Your home cannot already have received a grant under Zeist’s 2024 or 2026 local insulation scheme or its small-VvE insulation scheme.
The new insulation must reach Rd ≥3.5 m² K/W, a measure of the material’s resistance to heat loss. Eligible areas are 10–170 m² for walls, 20–200 m² for roofs or attic floors, and 20–130 m² for floors or ground insulation. Existing insulation cannot count towards the new material’s Rd value. Use products on the official meldcode lists, which identify approved insulation products. Floor and ground insulation, or roof and attic-floor insulation, may be combined in different areas but cannot overlap above one another.
UF foam is currently disallowed. You are responsible for nature-friendly installation protecting wildlife. Zeist has a Soortenmanagementplan (SMP), its local species-protection plan; check the municipal workflow before work begins.
If your home is a listed historic building (monument), insulation usually requires a permit. Check the municipality’s Duurzame Monumentenregeling Zeist 2025 before work begins.

Start through Duurzaam Bouwloket’s Zeist application page and choose “zelf-een-bedrijf-regelen”. Apply for planned work before installation. Duurzaam Bouwloket checks the quotation against the minimum area and insulation requirements before the work. The municipality decides within eight weeks, and you must complete the work within six months after the award decision is sent.
Pay the company first. Keep the quotation, invoice, payment proof and photographs from before, during and after the work. Submit the installed area, product meldcodes and insulation values, product/brand/type and thickness, purchase and installation dates, your address, payment amount/date and bank details. Submit evidence for all measures together, by the document deadline in your award decision.
The municipality determines the final grant within eight weeks after receiving all required evidence or after the evidence deadline expires, and pays you within eight weeks after that determination. If you fail to meet the award conditions, it may reduce the grant, including to zero.
Applications are handled in the date-and-time order in which they become complete. The programme budget is €1,432,224; applications stop when it is used up. The current delivery route accepts applications through 31 December 2026.
