USDA loan guarantees for US agricultural producers and rural small businesses investing in renewable energy or energy efficiency.

A commercial lender can use the guarantee for a loan financing renewable-energy systems, energy-efficiency improvements or, for agricultural producers, energy-efficient production and processing equipment. Eligible examples include biomass, geothermal, small hydropower, some wind and solar, efficient heating and cooling, insulation, refrigeration and electric irrigation motors.

The guaranteed loan can finance up to 75% of eligible project costs. You must provide at least 25%, while the interest rate and loan terms are agreed with the lender subject to USDA rules.

Eligibility

You must be an agricultural producer or a small business meeting US Small Business Administration size standards. An agricultural producer must receive at least half of gross income from agricultural operations. Small-business projects generally must be in a rural area with no more than 50,000 residents.

Agricultural producers may place an on-site production project in a non-rural area. Individual borrowers must be US citizens or lawful permanent residents, and private-entity borrowers must keep the loan funds in the United States. An energy-efficiency project must include a compliant energy audit or energy assessment.

You must not have overdue federal taxes or debts, unfulfilled obligations under federal judgments, or a debarment from federal assistance.

Contact the USDA Rural Development Energy Coordinator in your state before preparing an application. Work with an eligible commercial lender, which submits the guaranteed-loan application under the OneRD Guarantee Loan Program.
