Business Lighting Program
Payments help Manitoba business premises replace lighting with efficient LED lamps, fixtures, signs and controls.

Efficiency Manitoba pays an incentive after you install approved lighting and submit completion documents. The amount depends on the equipment and operating hours. For example, the base incentive is CAD 25 for a sensor built into a fixture, CAD 50 for one mounted on a fixture, or CAD 100 for a wall- or ceiling-mounted sensor. A sensor switches lighting in response to occupancy.
The listed rates require at least 2,000 operating hours a year. The programme pays 50% of those rates for 1,500–1,999 hours and 33% for 1,000–1,499 hours. In-suite hotel and motel projects receive prorated incentives of 50%.
A customer bonus adds 50% to the calculated project incentive for eligible projects completed with their paperwork submitted before 31 March 2027. This increases the incentive, rather than covering 50% of total project costs. Projects already paid cannot receive the bonus retrospectively.
Eligibility
- The building must be in Manitoba and used for commercial, industrial or agricultural purposes. The owner must be a Manitoba Hydro commercial electricity customer billed at the general service rate.
- Existing buildings must have been continuously occupied and operated for at least two consecutive years. New exterior outdoor lighting is the exception.
- Lighting must be new, owned by the applicant, permanently attached and retained as installed for at least three years after payment. Temporary lighting does not qualify.
- Lighting must have Canadian Standards Association (CSA) approval or certification by an accredited independent organization conforming to CSA standards for its intended use. Programme qualification is a separate test: lamps must appear on the DesignLights Consortium (DLC) qualifying product list or receive Efficiency Manitoba approval. Fixtures may qualify through ENERGY STAR certification, DLC listing or Efficiency Manitoba approval. Backlit signs and lighting controls require Efficiency Manitoba approval. Your supplier must be registered with Efficiency Manitoba.
- Installation must meet the Manitoba Electrical Code, local bylaws and inspection requirements. Existing lighting must be removed and properly recycled; hazardous materials require lawful disposal.
- The screw-in LED category replacing incandescent, halogen or compact fluorescent lamps is closed to new applications.

Apply through Efficiency Manitoba’s myEM portal as the building owner, or have a registered supplier apply on your behalf. The owner signs the programme terms. Wait for written approval before purchasing materials or starting work.
You normally have one year after approval to purchase and install the lighting. Submit the completion declaration and itemized invoices through myEM. Efficiency Manitoba may inspect the installation and adjusts the incentive to the verified project before paying the designated recipient.
For the customer bonus, complete the project and submit the completion paperwork before 31 March 2027.
The bonus FAQ also allows projects with an expired approval more than a year old to qualify if their completion documents are provided before 31 March 2027. This is a bonus-specific exception; projects already paid remain excluded.
