Energy improvement loan for social organisations
Borrow for energy-saving and renewable-energy improvements at social organisations, associations and schools through a municipal fund.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
You can finance heat pumps, solar panels, solar water heaters, green roofs, pellet stoves and small wind turbines with rotor diameters below 2 metres. Other measures must demonstrate a comparable energy-saving effect. For existing buildings, the list also includes facade, roof and floor insulation, HR++ insulating glazing, and an HR107 boiler or an equivalent or better boiler.
The Epe product offers loans of €10,000–€400,000 for 120 months. SVn manages the loan. Your contract sets the repayment method, interest rate and the period for which that rate is fixed. Interest is calculated on the outstanding debt; when a fixed period ends, SVn resets the rate using its then-current rate for comparable new loans with the same fixed period. If the remaining loan term is shorter than that fixed period, the rate for the next longer fixed period covering the remaining term applies, unless it is higher than the rate for keeping the existing fixed period. Payments cover costs and other charges first, then interest, then loan principal. Paying interest does not reduce the principal. You must repay the entire debt by the end of the term. You can repay part or all early without a repayment fee.
The arrangement fee is 1% of the loan principal, with a minimum of €1,500 and a maximum of €7,500, deducted from the loan. Financial advice, valuation and notary costs can also apply. You bear costs of creating, maintaining and removing security and enforcement costs. Late payment attracts statutory interest and may incur administration or collection charges.
If SVn releases the loan through a building account, invoices are paid to contractors, or reimbursed to you after proof of payment and approval. Any invoice shortfall is paid from your own funds; you cannot deposit your own money into this account. It normally lasts 12 months, with one requested extension of up to 12 months. It closes earlier when the loan is fully drawn or the work is finished; unused funds then repay the loan. SVn may also close it after six months without transactions. Credit interest on the balance applies for at most 12 months at the contractual rate and is offset against periodic payments. Bank transaction charges can be passed on to you.
Eligibility
- The municipal fund is for social organisations, associations and schools. Epe must first agree that you can apply, and SVn then makes the final decision after a financial check.
- SVn can lend with or without a mortgage. A mortgage requires property you own as security, and SVn can sell it if you fail to pay. The general terms require pledging items serving the collateral and equipment needed for your activities: SVn receives a claim on them as security. You need written consent to sell or encumber those pledged items and rights. Extra security may be required. If several borrowers take the loan together, each is liable for the entire debt.
- Property used as mortgage security must be maintained, comply with applicable permits and have comprehensive building insurance at rebuilding value. SVn’s prior written consent is required for changes such as selling, refurbishing or letting that property. Legal entities must also insure adequately against their general and specific business risks. A revaluation comparing the debt with the collateral’s market value can lead SVn to change the interest rate or require early repayment of part or all of the debt, according to your loan offer.
- During the loan, send SVn annual accounts prepared by a recognised firm as soon as ready and within six months of each financial year-end. Disclose financial information and developments materially affecting your financial position, both on request and proactively. SVn can demand early repayment after written notice for breaches of obligations or using the loan outside its agreed purpose.
- SVn may change the terms, normally notifying you at least 30 days before they take effect; legal or urgent reasons can shorten that notice. If you disagree, you must object before the effective date.

- Request allocation from Epe first; an allocation letter is required before SVn assesses the loan.
Request municipal allocation through MijnEpe using eHerkenning, the organisation login service. If you do not have eHerkenning, email epeverduurzaamt@epe.nl. Epe sends its decision letter through MijnEpe. Use an allocation letter to submit the loan application to SVn; municipal permission is followed by SVn’s financial assessment.
Complete and sign SVn’s application set. It asks for your Chamber of Commerce extract and information identifying the people who ultimately own or control the organisation, through the UBO register and declaration. For a foundation or association, this includes people with more than 25% of the ownership interest or votes on changes to the statutes, or actual control. If nobody meets those tests, identify the statutory board registered, or required to be registered, with the Chamber of Commerce instead; the form calls them “Pseudo-UBOs”. For a foundation or association, provide three years of full accounts prepared by a recognised firm and an operating budget including the new loan payments; statutes and minutes authorising borrowing are required where applicable. If you rent the premises, supply the lease, current rent-payment evidence and landlord consent to the works where applicable. Send documents to kredietverlening@svn.nl or SVn, Postbus 40, 3800 AA Amersfoort, as instructed in the checklist.
