Biogas combined heat and power support
Grants and loans for businesses building or upgrading biomass-fermentation plants that generate electricity and heat together.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
The programme funds new plants and the expansion or modernisation of existing biomass-fermentation plants. They must use the biogas to generate electricity and useful heat together in high-efficiency cogeneration. An upgrade must increase the combined generating capacity; work solely on preparing feedstock or handling digestate does not qualify.
NFOŚiGW administers the support from Poland’s Modernisation Fund account. A grant can cover up to 40% of eligible costs, and a loan up to 100%, subject to the project-finance equity requirement below and applicable state-aid assessment.
If you combine this programme’s grant and loan, the grant is payable after all loan instalments have been disbursed. The final 5% of the combined support is paid through the grant as reimbursement. Other public funding cannot finance the eligible investment costs.
Loans carry either WIBOR 3M interest, with a 1.5% annual minimum, or market terms based on the European Commission reference rate. Interest is paid quarterly, starting at the end of the quarter following the first disbursement. The maximum term is 15 years from the planned first disbursement to the final principal repayment. A principal repayment grace period may run from the last disbursement, but cannot extend beyond 12 months after investment completion. Market-rate loans and loans combined with a grant cannot be partially forgiven.
Eligibility
- You must be an entrepreneur under Poland’s Entrepreneurs Law. Energy cooperatives and their members, qualifying cooperatives being established to supply their own and members’ renewable energy needs and seeking energy-cooperative registration, and farmers who have operated an agricultural holding within farmstead buildings or special agricultural production for at least 12 months are excluded under the Energia dla Wsi categories.
- The programme specifies at least 1 MW of combined installed electrical and thermal capacity. The required application declaration asks you to affirm that capacity after the investment is above 1 MW.
- All biogas from the fermentation plant must feed high-efficiency cogeneration. Electricity exceeding the needs of the biogas and cogeneration installations must be sold to the grid; these own needs do not mean the entire business site. You must have applied for connection conditions or obtained them.
- Annual biogas output for cogeneration must exceed 1.8 million m³. You must demonstrate use of more than 40% of the heat remaining after biogas-production needs, for example on site, for industrial uses or in a heat network. The process must produce a fertiliser, plant-growing aid or digestate product meeting the specified Polish fertiliser rules, or an organic fertiliser meeting EU Regulation 2019/1009. These criteria each reject an application receiving zero points; the overall quality assessment also requires at least 60 points.
- Submit a declaration that the project will do no significant harm to environmental objectives (DNSH), and keep documents demonstrating compliance through its lifecycle. Plants with total nominal thermal input of at least 2 MW must declare compliance with the Renewable Energy Directive’s biomass sustainability and greenhouse-gas reduction criteria. This input measure is energy supplied in fuel, rather than the combined electrical and heat output threshold.
- For project finance, contribute at least 15% of eligible costs as cash paid into share capital, spend those own funds first and document their use. Borrowings, bonds and shareholder loans do not count. This route includes a new project company or an existing business entering a different activity, particularly where its existing scale cannot secure repayment. It requires an expanded security package, and NFOŚiGW checks projected finances and balanced project funding.
- Eligible costs run from the application date to 30 September 2030. Purchased equipment must be new: manufactured within 24 months before installation and not previously depreciated by another entity. VAT, property purchases, patents/licences/know-how, biomethane purification and CO₂ capture infrastructure are excluded.
- The investment must not be completed before applying, must comply with any applicable local plan and, when using separately collected municipal bio-waste, the regional waste plan. You must meet public-law obligations and obligations to NFOŚiGW. Disqualifying termination of a funding agreement attributable to you in the preceding three years is excluded; termination by mutual agreement is excepted.

Create an account at NFOŚiGW’s Generator Wniosków o Dofinansowanie (GWD), select this programme and submit the electronic application using a signature legally equivalent to a handwritten signature. Use separate applications for the grant and loan, with a feasibility study and an editable financial model with active formulas. Follow the call’s attachment list for permits, feedstock and product-outlet evidence, energy balance and proof of financing.
Provide the environmental decision with the application; it must be final, or immediately enforceable, before the funding agreement. The first payment requires a final building permit or a construction notification without an authority objection. Maintain the investment for five years after completion. Funding terms and security are negotiated with NFOŚiGW; placement on the ranking list does not guarantee funding.
