Green-roof promotion grant
A grant for nonprofit organisations to encourage homeowners and owners’ associations in Zeist to install green roofs through outreach and a collective discount scheme.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
Help residents turn suitable home roofs green to prepare for drought, low groundwater, heat stress and flooding from extreme rainfall. The organiser must both raise awareness and facilitate a collective discount action for homeowners and owners’ associations (VvEs) within Zeist.
The 2027 aggregate budget is €51,250: €15,000 for informing and activating residents and €36,250 for their discount scheme. The municipality lists these as the two maximum component amounts. The approved plan and assessment determine the grant; the budget is subject to council approval and annual changes.
Awards may cover up to four years, provided funds are available each year and you submit an updated activity plan annually.
Eligibility
- Your organisation must have a legal form, operate without a profit motive and have experience running communication campaigns.
- Your plan must increase homeowners’ and VvEs’ awareness and interest in green roofs and include a collective discount action for them in Zeist.
- Activities must predominantly benefit Zeist or its residents, and you must demonstrate that the subsidy is necessary. The municipality may refuse work already substantially provided by another route.
- Commercial activities, activities already completed or knowledge already shared, unfeasible work, insufficient or negative impact, unreasonable costs or insufficient local/technical knowledge can be refused. You must demonstrate relevant cooperation with sustainable or social partners. Multiple applications by the same party on the same theme and an exhausted budget can also lead to refusal. Activities aimed at forming or spreading party-political, religious or philosophical beliefs may also be refused. General legal, state-aid and integrity rules apply.

- Submit before 1 November 2026 for 2027 activities. Awards depend on assessment and the available budget.
Apply through the municipality’s organisation form using eHerkenning level 2+ before 1 November 2026 for 2027 activities. The grant information also offers a DigiD route. Applications submitted before 1 November receive their assessment and any award before 1 December.
Provide an activity plan explaining the green-roof outcomes, expected results and impact, with financial justification, a budget and a plan for covering costs. Disclose other grants or payments sought for the same activities and their status. First-time legal-person applicants supply their founding deed, statutes and previous year’s annual report, accounts and balance sheet. If your organisation carries out economic activities, it counts as an undertaking under the municipality’s General Subsidy Ordinance (ASV), regardless of its legal form or funding. You must then disclose state-funded support received or expected for the same activities, including grants, guarantees, loans and land-price discounts. Supply a de minimis declaration so the municipality can check compliance with the EU rules for small amounts of public aid. For awards per financial year, also report the balance of the equalisation reserve used to balance income and spending across years. The municipality may vary the documents requested.
Assessment rewards demonstrable impact, monitoring and learning, knowledge of the audience, Zeist volunteer involvement, expertise, local cooperation, fit with existing projects without overlap, own resources or cofinancing, and organisational continuity for a longer relationship.
For an award above €5,000, ask the municipality to confirm the final grant amount before 1 May after the subsidy period or within 12 weeks after the activities. Submit a report on work, cooperation and results, plus income and spending. Below €5,000, the amount is fixed immediately and execution evidence is due within 12 weeks after implementation. An award of exactly €5,000 follows the ASV’s rules for awards up to and including €5,000: it may be fixed directly or normally within 12 weeks after the required completion date, with execution evidence if requested.
Multiyear recipients report annually on activities and finances, including a balance sheet and explanation. Grants above €100,000 also require an independent accountant’s audit statement. Notify the municipality immediately if activities or obligations may not be completed, or about relevant organisational, financial or statutory changes. Insufficient performance or reporting can reduce the final grant and lead to partial repayment. The municipality may waive or vary scheme provisions in individual cases where applying them would have disproportionate consequences.
