Local home-insulation grant
A grant towards contractor-installed floor insulation for owner-occupiers of poorly insulated homes in the municipality of Goes.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
This entry covers one ordinary floor-insulation measure installed by a construction company, using material that is not injected or blown in. The standard grant pays the actual eligible costs up to €1,700 once per dwelling. Labour, finishing materials, your own time, permits, exemptions, quotations and application costs are excluded: the grant does not cover the entire contractor invoice.
Payment follows the completed, paid work and final award. Applications are considered in order of receipt while funds remain; an application does not guarantee an award.
Eligibility
- You must own the home in Goes and use it as your main residence, or do so immediately after renovation. Register as resident at the address before payment. The dwelling must have been occupied before renovation and be registered for residential use. An owners’ association can apply on behalf of an eligible apartment owner. An apartment can also qualify through the building’s insulation if its owners’ association covers at least one owner-occupied apartment: at least two of the building’s insulation groups must be poorly insulated, and your apartment must physically adjoin at least one part that will be insulated.
- The WOZ property valuation dated 1 January 2022 must be no more than €500,000. Apart from that building-level route for apartments, the home must have a definitive energy label D, E, F or G, or at least two poorly insulated groups: floor/ground; façade including cavity wall; roof/attic/loft floor; windows/frame panels/doors. Parts of the same group count once; a well-insulated alternative within a group prevents counting it as poor.
- For the two-group test, the municipal thresholds are: roof insulation less than 9 cm or Rc ≤2.0; attic/loft floor Rc ≤0.5 where that insulation is absent; façade Rc ≤1.1; floor/ground no or poor insulation, less than 5 cm or Rc ≤1.3; and single, old double or HR glazing with Ug ≥1.6. Rc measures the existing component’s resistance to heat loss; Ug measures heat passing through glass. ZIP assesses the home against these grouped criteria.
- Use a construction company registered in the construction sector in an EU/EEA trade register. Insulate at least 20 m² of the existing floor, on its upper or lower side; the incorporated floor conditions support at most 130 m². The new material must have an RVO product identification code (meldcode) and Rd ≥3.5 m²K/W, its resistance to heat loss. Existing insulation cannot count towards that new-material requirement.
- Extensions, new floors or dormers, rebuilt demolished areas, garages and detached outbuildings do not qualify. There must have been no previous grant at this address under the current Goes rules or either named predecessor ZIP scheme.
- Work must respect the municipal nature-friendly insulation rules. Provide an NVI nature-friendly contractor certificate or ecological report where the municipal appendix requires one.

- New eligible applicants can register through ZIP; awards depend on remaining budget and order of receipt. The municipal rules remain in force through 30 December 2027.[^c1][^c2][^c11][^c13]
Start an online application through Zeeuws Isolatieprogramma. ZIP checks whether your home qualifies. Supply the energy label or description of its insulation, WOZ value and an addressed contractor quotation showing the area, material code, work address and separately identified eligible costs. Submit the quotation and wait for the provisional award before the company starts.
After completion, submit the invoices, all matching payment evidence, completion date and photographs. ZIP assesses the completed work and pays the final award into your bank account in approximately eight weeks if the conditions are met. The municipality normally decides within eight weeks after a complete application, and may inspect the work.
Complete the quotation-to-payment steps within 12 months after registration. The provisional decision also sets a 12-month accountability period. The initial application must be within 12 months of the invoice date; request final determination within 12 months after completing the insulation. If you miss that final request, the municipality may set the grant to zero. It may also reduce the award for incomplete work, unmet obligations or incorrect information under the municipal rules.
