Grants for property owners, tenants and small businesses to green roofs and façades or replace sealed ground with planting in Markkleeberg.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
Improve an existing building with a planted roof, including a roof combined with solar panels, or ground-based or wall-mounted façade planting. Roof support covers planning, materials, construction and plants above the roof waterproofing. Façade costs can include climbing supports, planting systems, plants, soil preparation or replacement, necessary depaving and irrigation.
You can also remove sealed surfaces or gravel gardens and create permanent planting connected to natural soil. The depaved area must be at least 10 m²; disposal and replanting costs qualify.
The one-off grant covers 80% of eligible costs, capped at €2,500 for roofs, €1,000 for façades and €2,000 for depaving and courtyard greening. These are separate limits for each measure, with one application per funding object. Approval depends on the municipal budget and a majority decision of the climate advisory council; there is no entitlement to funding.
Eligibility
- The property must be in Markkleeberg. Owners, holders of rights over a property (such as building leaseholders, individual apartment owners, people with a legal right to use the property (Nießbrauch) or live in it (Wohnrecht)), tenants with the owner's consent, owners' associations, and interest groups or associations with the owner's consent can apply. The programme focuses on individuals and small businesses.
- Work must be voluntary. Greening required by law, a development plan or a building permit is excluded. Projects consisting only of planters or similar balcony, terrace, fence or wall greening, roofs containing asbestos, PVC or herbicides, and maintenance costs are excluded.
- You must declare that you have no other third-party funds available to finance the requested measure, and that your application and attachments are complete and correct.
- You are responsible for suitable design and execution, structural capacity, fire safety and compliance with building and heritage rules. Check whether permits are required; the planning office does not check this for you. Façade work using public space may require a special-use permit from the city road traffic authority. The city accepts no liability for damage from the work.
- Maintain and preserve the measure for at least ten years after completion. Report removal promptly. Transfer all grant obligations to successors, including on a property sale, and inform the city promptly in writing. Allow inspections after an agreed appointment and photographs of the funded work for publication; naming you requires your consent.
- Breaching the obligations or funding rules requires repayment, with annual interest five percentage points above the statutory base rate under §247 BGB. The rules link the interest start to the grant becoming ineffective with completion of the measure. Repayment is waived if the measure is removed after more than nine years.
- For a joint application, appoint one legally responsible representative with written authority from the others. They manage the account and distribute payments according to the application and award. Repayment is handled for each applicant individually; one applicant is not jointly liable for every other applicant's obligations.
