Grants for rental-home energy renovation and maintenance

Netherlands Enterprise AgencyNederlandinntil 15k EUR

SVOH helps landlords improve existing rented homes in the Netherlands. Grants reach €10,000 per home, or €15,000 when a heat pump or solar water heater is included. Applications of €25,000 or more must precede the work.

The Subsidieregeling Verduurzaming en Onderhoud Huurwoningen (SVOH) reimburses eligible insulation, efficient ventilation, heat pumps and solar water heating, with linked maintenance and energy advice. It is a grant, paid after the completed work is evidenced. The €10,000/€15,000 ceilings apply per home, not per application; individual landlords have no numerical limit on homes, subject to the applicable aid ceiling.

For one insulation measure, current base rates per m² are €5.25 for cavity walls, €20.25 for façades, €16.25 for roofs, €4 for attic floors, €5.50 for floors and €3 for ground insulation. HR++ glass receives €25/m²; triple glass with new frames €111/m². Qualifying combinations can double the base insulation grant: examples include two insulation measures, or insulation with a heat pump, solar water heater or maintenance measure. A later qualifying measure must fit the 24-month period following the first grant award. For a whole-building application by its sole landlord, combinations across homes in that building can count. Approved biobased materials add €1.50/€6/€5/€1.50/€2/€1 respectively for those six insulation types; this bonus is not doubled.

For applications with at least two qualifying energy-saving/maintenance measures, or including a heat pump or solar water heater, complete ventilation systems receive up to 30% of costs, capped at €1,200 per home. Linked maintenance pays €75/m² of replaced external window/door frames, or €150 per home for a ventilation box. At least one energy-saving or renewable-heat measure is required for maintenance; frame work needs at least 3 m² per home. The separate frame-maintenance grant is unavailable with triple glass. Heat-pump and solar-heater amounts depend on the model and technical specifications, shown in RVO’s product-code lists.

In those combined applications, standard energy advice receives 75% of cost, capped at €400 for 1–4 homes in one building, €800 for 5–8, or €880 plus €80 per home above nine, up to €2,560. Heritage DuMo advice receives 50%, with corresponding caps of €1,750, €2,400, or €2,480 plus €80 per home above nine, up to €4,160. Advice must accompany an eligible improvement; advice itself is not an additional physical measure. Different State-aid limits can constrain these amounts.

Applications below €25,000 use de minimis aid: all such public aid to the same undertaking must stay within €300,000 over three years. For applications of at least €25,000, energy-saving measures, renewable heating and advice can use either de minimis or the EU General Block Exemption Regulation (AGVV); maintenance always uses de minimis. Under AGVV, the published ceilings are 30% of eligible energy-efficiency costs, 45% for qualifying renewable-energy production investments or 30% for other Article 41 investments, and 60% for advice. Exceeding the applicable ceiling causes rejection, so the 75% advice rate is not available through AGVV. The AGVV route also requires at least 20% improvement in the building’s primary-energy performance when an undertaking receives or pays for the investment.

Eligibility

Private and business landlords and institutional investors can apply; housing associations cannot. The existing property must be in the Netherlands, owned by the applicant, already rented before renovation and registered in the BAG address/building register as residential accommodation, a residential pitch or a berth. Short-stay accommodation and holiday lets are excluded. Where previously rented homes are temporarily vacant during renovation, RVO requires them to be rented again at least one day before application. Splitting an existing rental home can qualify under the post-2024 rules.

A building-level application is possible when you own and rent out all its homes; otherwise apply per qualifying home. A construction/installation business must do the work within the existing thermal envelope—the roof, walls, floors and openings separating heated space from outside or unheated space. Extensions, added floors, new dormers and newly incorporated garages are excluded.

Ordinary-home insulation needs new material meeting at least Rd 1.1 for cavity walls, Rd 3.5 for façades, roofs, attic floors and floors, or Rd/Rbf 3.5 for ground insulation. Rd/Rbf measure resistance to heat loss: higher values insulate better. Standard minimum areas are 10 m² for cavity/façade work and 20 m² for roof/attic or floor/ground work. The amended rules also allow insulation of the entire eligible area instead of the standard non-glass minimum. Glass needs at least 3 m². HR++ glass has U≤1.2; triple glass U≤0.7 and new frames. U measures heat passing through a component: lower is better. Doors and panels have separate linked-glazing quality bands. Roof/attic or floor/ground insulation directly above one another receives only one of the two grants.

Complete ventilation must be installed for the first time: individually controlled CO₂ extraction, central balanced ventilation recovering at least 85% of heat, or decentralised balanced ventilation recovering at least 80%. CO₂ sensing is required in both the living room and main bedroom; balanced systems need the specified new air-supply arrangements, while existing exhaust ducts may be reused.

Heat pumps and solar heaters must be new and professionally installed. Supported heat-pump types are air-to-water, ground-to-water and water-to-water, up to 400 kW each and 500 kW together on one heating system. Units of 1–70 kW need at least energy class A++; product-registration/document requirements apply. The supported split-pump scope described here uses refrigerant with GWP below 750. Solar thermal collectors are limited to 200 m² per system. Installations required solely to comply with the cited building-law prescriptions do not qualify. A second or subsequent air-to-water pump does not receive the initial base grant and efficiency bonus again for the same applicant/address or building.

Registered national, provincial or municipal heritage homes have adapted conditions: façade/roof/attic Rd≥2.5, secondary glazing can qualify, and relevant glass U-values extend to 5.8. Floors/ground and cavity walls retain their ordinary insulation thresholds. A heritage home too small for a listed non-glass area minimum can qualify when all eligible surfaces for that measure are insulated together, provided part was not already done. Heritage glass, door and panel rates depend on their quality bands; use the dedicated heritage table.

Standard advice must be registered in EP-online, prepared by a certified EP adviser after an on-site assessment and no more than three years old at application. Heritage DuMo advice must be from an ERM-certified adviser and no more than three years old. Under AGVV, undertakings in difficulty and outstanding unlawful-aid recovery orders are excluded. This is a formal EU test, not just having cash available: insolvency conditions or unresolved rescue/restructuring support can disqualify an applicant. Use RVO’s decision tree, including the linked-group assessment; SMEs under three years have a limited test but must still satisfy those basic conditions.

Do not request or receive another subsidy for the same activities or advice. A stated exception permits combining insulation with SNN Maatregel 29 in Groningen and Aa en Hunze, Noordenveld and Tynaarlo, with SVOH awarded from 25 April 2023; apply to SVOH first. The applicable cumulative aid ceilings still matter.

Urea-formaldehyde foam (UF foam) installed on or after 1 April 2026 is excluded. Earlier installation can still qualify, as can later installation where the investment or order was placed before 1 April 2026, with evidence and code KA90010. Other SVOH conditions still apply.

Applications are open until 31 December 2029 at 17:00 Netherlands time. For a total request below €25,000, complete the work first and apply within 24 months of completion. For €25,000 or more, apply before starting; starting after submission but before the decision is at your risk. RVO normally decides within 13 weeks.

Apply online with eHerkenning level 2+ and the RVO-services authorisation, or DigiD if you are a private landlord without a Chamber of Commerce number. Prepare property/BAG details, dates, bank details, product codes and, for larger applications, signed quotations. Keep paid invoices, product specifications and photos taken during each measure in each home. A heat pump or solar heater absent from the product list can be assessed using technical documents; eligibility is not guaranteed.

For ordinary homes, a second application for glass-related work or external frames can be made within 24 months of the first award for that measure. For larger awards, complete the work and request final settlement within 24 months of award, with invoices and payment evidence. A supported extension for delay beyond your control requires a reasoned written request and can add at most 12 months. RVO assesses settlement within 13 weeks and pays within one week of approval. Keep grant records for ten tax years after final settlement. Retain subsidised heat-pump/solar installations for at least one year after settlement, except when transferred together with the home.

The technical terms above describe the 2026 scope. Work started earlier uses the applicable earlier-year conditions linked on RVO’s page.
