Residential insulation and air-sealing rebate

T.I.P. Rural Electric CooperativeIowainntil 2,2k USD

Rebates for cooperative members insulating older homes with electric heating or whole-home central air conditioning, with additional air-sealing support for qualifying electric-heated homes.

Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.

For qualifying electric-heated homes, the rebate pays 60% of eligible costs, up to $600 each for attic/ceiling, wall and foundation insulation, and $200 each for permanent air sealing and duct insulation/sealing. The maximum is $2,200 per home for as long as the programme is offered. Homes qualifying only through central air conditioning receive 15% of eligible attic/ceiling and wall insulation costs, up to $150 each and $300 per home over the programme’s lifetime.

If you generate electricity at home, you receive the same percentage of the calculated rebate as the percentage of your electricity supplied by the cooperative. For rebates of $250 or less, you can choose a cheque or a credit on your electricity bill.

Eligibility

You must be a T.I.P. Rural Electric Cooperative member, and the installation must be at a location served by the cooperative. Only existing residential homes built before 2000 qualify; new additions do not.

  • The electric-heating tier requires an electric system that heats 75% of the home and operates before any non-electric backup. Portable space heaters do not count. Air conditioning is not required. The central-AC-only tier requires central cooling throughout the home except the basement, and applies when the heating system does not qualify for the electric-heating tier. Equipment is subject to cooperative inspection and minimum electricity-use requirements.
  • Total project cost must be at least $150. Contractor costs can include materials and labour, itemized by qualifying installation type. You cannot claim your own labour for self-installed work.
  • Insulation must start below the specified R-value and reach the required level after the work. R-value measures insulation’s resistance to heat flow. Attic/ceiling insulation must start below R-20 and finish at least R-38. Walls must start below R-13 and finish at least R-13, adding at least R-5. Foundation insulation must start below R-8 and finish at least R-5, adding at least R-5. Duct insulation must start below R-3 and finish at least R-8. The form’s Table 3 helps estimate existing R-values from material and thickness.
  • Permanent air sealing can include house wraps, vapour barriers, permanent weatherstripping, caulking and foam sealing. Removable strip caulking and plastic window covers do not qualify.
  • Duct work must be professionally installed on ducts in an unconditioned space such as an attic or crawlspace. Work with both the ducts and heating system in the basement does not qualify. Sealing must use mastic sealant, not duct tape.

The cooperative may verify purchases and needs reasonable access to inspect the original equipment and installed improvements. Noncompliance can lead to denial or adjustment of the rebate.
