Local home insulation grant
Owner-occupiers of eligible poorly insulated homes can receive up to €1,400 towards insulation and insulating glass.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
The Lokale Aanpak Isolatie grant pays up to 70% of the necessary costs of qualifying insulation measures, including VAT, with a maximum of €1,400 per home. The minimum grant you request is €250. Eligible costs include permanently fixed insulation materials, a company's labour and necessary finishing materials such as plasterboard or paint. Your own DIY labour is excluded.
You can insulate walls, a cavity wall, the roof, an unheated attic floor, the floor or ground beneath it, or fit qualifying insulating glass. Work must improve the home's existing thermal envelope: the walls, roof, windows and floors that separate the inside from outdoor air or the ground. Work required by building regulations is excluded. Other subsidies can be combined, but total subsidy cannot exceed 100% of the costs.
Eligibility
- You must be the registered owner and registered resident of a permanent home in Winterswijk. Holiday homes and homes you rent out are excluded. The home must have been built before 2019 and its WOZ value, the official property valuation with reference date 2022, must be strictly below €477,000.
- The home must have energy label D, E, F or G; alternatively, it must have at least two poorly insulated building components assessed by a certified energy adviser, or you must carry out at least two different measures meeting the technical list. The adviser checks components such as the roof, walls, floor or glass against the published poor-insulation criteria. A label B or C home can qualify through the component test. A qualifying two-measures project does not require this component check.
- There is one award per home across this scheme and earlier Lokale Aanpak Isolatie schemes. Changing owner does not reset that limit. Both the work and its invoice must be dated on or after 1 January 2025.
For ordinary homes, wall insulation needs at least 10 m² with Rd ≥ 3.5; cavity-wall insulation at least 10 m² with Rd ≥ 1.1. Roof, unheated attic-floor, floor and ground insulation each need at least 20 m² with Rd ≥ 3.5. Rd measures the insulation material's resistance to heat loss, in m²K/W. For the same area, you can claim roof or attic-floor insulation, and floor or ground insulation, but not both overlapping measures.
HR++ glass needs at least 3 m² and U ≤ 1.2 W/m²K; triple glass needs at least 3 m² and U ≤ 0.7, together with new insulating frames. U measures heat passing through the glass: lower values mean less heat loss. Panels and insulating doors qualify only in combination with the specified glass: with HR++ glass, panel U ≤ 1.2 and door U ≤ 1.5; with triple glass, panel U ≤ 0.7 and door U ≤ 1.0. The list sets no mandatory U-value for the insulating frame.
Registered municipal, provincial and national monuments can use the monument technical list. Wall, roof and unheated attic-floor insulation have a lower minimum Rd of 2.5; the cavity-wall, floor and ground thresholds and minimum areas remain as above. Secondary glazing needs at least 3 m², with U ≤ 3.0 for work before 1 January 2026 or U ≤ 5.8 from that date. It may replace or supplement glazed, panel or door area. Associated insulating panels need U ≤ 2.0 before that date or U ≤ 3.0 from it; insulating doors need U ≤ 2.0. Panels and doors must be combined with HR++ or secondary glazing.
Wall, roof, attic-floor, floor, ground and insulating-glass measures marked for DIY may be completed by you through 31 October 2026. From 1 November 2026, the explicitly eligible DIY route is limited to floor or ground insulation and glass without frame replacement, for homes in the Winterswijk or Meddo settlement cores. DIY must be carried out safely and correctly with expert advice or guidance; your own hours are not reimbursed. Measures not eligible for DIY must be installed by a company.
Before work, check with Centrum Duurzaam Winterswijk which nature-friendly installation requirements apply so that animals living in the building are protected. Obtain any required permissions at your own expense and ensure the work is technically feasible. On-site sprayed PIR or PUR for cavity-wall, roof, floor or ground insulation must use an HFK-free blowing agent. The municipality may inspect the completed work.

- Complete applications are considered in order of receipt until funds run out.
- DIY eligibility changes from 1 November 2026; see the measure-specific conditions.
For the normal reimbursement route, complete and pay for the measures, then apply through the municipality's Lokale Aanpak Isolatie application form using DigiD. Provide your personal details, the home's 2022 WOZ value, construction year and energy label or evidence of poorly insulated components as applicable. Include the measures and materials, insulation thickness, Rd or glass U-value, area per measure, itemised invoices, payment evidence and evidence of installation such as photos.
The operative rules provide for a subsidy decision and payment within eight weeks of receiving a complete claim. Claims must reach the municipality by 31 May 2027. Complete applications are considered in order of receipt; if you supply missing information later, the date the application becomes complete determines its place. Intake and payment stop when the budget is exhausted. The municipality reported funds remaining on 13 October 2026; this does not reserve money for your project.
Notify the municipality promptly in writing if funded work or attached obligations cannot be fulfilled fully or on time, or if relevant changes with third parties or developments affect compliance. For application help, contact Duurzaam Winterswijk on 0543-543100 or through its municipal contact form.
