Home insulation subsidy for owners associations
Owners associations can recover up to €750 per qualifying adjoining home for contractor-installed insulation in poorly insulated Renkum buildings.

The association applies after its chosen contractor has insulated the building. The municipality reimburses eligible insulation costs up to €750 for each qualifying home that physically borders the insulated part. For example, if three eligible homes adjoin the roof being insulated, the association can claim up to €2,250. It pays the remaining costs itself; the municipal example also identifies the national SVVE subsidy and Warmtefonds loan as possible complementary support.
The supported measures are floor or ground insulation, external or cavity-wall insulation, roof or attic-floor insulation, and insulating glazing. Minimum areas are 20 m² for floor/ground insulation, 10 m² for external/cavity walls, 20 m² for roof/attic floors and 3 m² for glazing.
New insulation must meet the ISDE minimum insulation values. Rd measures the thermal resistance of the newly added material: at least 1.1 m²K/W for cavity walls and 3.5 m²K/W for external walls, floors, roofs and attic floors. Ground insulation requires Rd or Rbf of at least 3.5 m²K/W; Rbf is the stated resistance measure for ground insulation. Existing insulation cannot be added to reach the minimum. For glass, U measures heat passing through it, so a lower value means better insulation: HR++ glass must have U ≤1.2 W/m²K, and triple or vacuum glass U ≤0.7 W/m²K.
Eligibility
- Apply as a vereniging van eigenaren (VvE), an association representing the building's apartment owners. The retained route covers a mixed association whose building contains at least one owner-occupied home. An owner-occupier owns the dwelling or apartment right and uses it as their main home, or will do so immediately after renovation; the legal definition also includes qualifying resident members of housing cooperatives and housing associations.
- The building must be in Renkum and have at least two existing components with no or poor insulation: floor/ground, external walls including cavities, attic floors, and windows/doors. Each home claimed for must physically border the component being insulated and have a WOZ assessed value below €496,000 at the 1 January 2022 valuation date. WOZ is the property's official assessed value. The building-level test applies to this association route.
- The dwelling must have been occupied before renovation and be registered with a residential function in the Dutch building/address register. Use a construction company registered with the Chamber of Commerce for the work.
- The work must have been carried out from 1 January 2025. An address can receive support only once, including any award under a previous version of this scheme.
You must cooperate with spot checks of whether the subsidy was used for its intended purpose. The municipality may attach duties concerning management and use of what the subsidy creates; awards of €50,000 or more may carry social-return conditions, requiring a contribution to social aims. The general municipal rules also permit refusal where the work insufficiently benefits Renkum residents or conflicts with policy or law, duplicates another organization's activities, insufficiently considers sustainability or local cooperation, will not use the funds for their intended purpose, is mainly political or religious, or can be funded sufficiently from the applicant's or third parties' resources. The normal exclusion of work completed before application is expressly overridden for this retrospective route.

- Applications are retrospective after contractor work, from the €520,000 budget, ranked when complete; the scheme ends on 1 September 2027.
After the work is complete, submit the municipality's “Aanvragen isolatiesubsidie voor vve” form linked from its insulation-subsidy page. Complete and sign the form and include the documents it requests. The municipality's free, independent VvE coach can help with the renovation steps and the subsidy application.
The legal rules name Regionaal Energieloket B.V. (REL) as the administrator acting for Renkum's municipal executive. For this own-contractor route, an approved subsidy is paid directly into the applicant's bank account and is fixed at award, so no separate final-determination request is needed.
The scheme has a €520,000 budget and ends on 1 September 2027. Complete applications are ranked by receipt date and time; an incomplete application's position starts when it becomes complete. If that day's complete applications would exceed the remaining budget, they are ranked by lottery. Support can be refused if the budget would be exceeded.
