Home insulation grant

Gemeente ScherpenzeelNederlandinntil 2k EUR

Up to €1,950 for owner-occupiers with income above 130% of the social minimum to insulate a poorly insulated Scherpenzeel home.

Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.

The grant covers eligible installation costs up to €1,950 for the income group described here. Other subsidies for the same work are deducted from the actual costs when calculating support; combined grants cannot exceed those costs.

You can improve walls, floors or the ground below them, the inside of the roof, loft floors and glazing. You must choose between floor and ground insulation. Insulated doors and frame panels qualify only when combined with HR++, triple or vacuum glazing. Exterior roof insulation is excluded.

Payment follows installation, either to you or directly to the installer. Registering through REL authorises it to pay the installer directly, so you do not advance the grant amount. With the declaration route, you pay first and claim reimbursement afterwards.

Eligibility

This entry covers individual owner-occupiers earning more than 130% of the social minimum, the minimum income benchmark used by the municipality.

  • You must own and live in the home in Scherpenzeel. Its WOZ value, the official assessed property value, must be strictly below €461,000 using the 2022 reference year.
  • The home must have energy label D, E, F or G, or label C with at least two poorly insulated building components. An equivalent poor energy condition also qualifies: at least two of the floor/ground, walls, roof/loft floor or windows must be poorly insulated.
  • The rules identify poor insulation through existing insulation: for example less than 9 cm of roof insulation or roof Rc ≤2.0; no wall insulation (Rc ≤1.1); less than 5 cm of floor insulation or Rc ≤1.3; and single, old double or HR glass with Ug ≥1.6. Rc measures the existing component’s resistance to heat loss; Ug measures heat passing through glass. A poorly insulated loft floor means no loft insulation, Rc ≤0.5, in an unheated loft with a closed hatch or access door.
  • A qualified installation company must carry out the work. Obtain any necessary permits before the grant is awarded. Insulation must be physically installed in your home; reversible measures and work adding a new element rather than replacing an outdated one can be refused. You may apply only once per home per measure.

The installed measures must meet Annex I’s minimum area and insulation performance. Rd measures the added material’s resistance to heat loss; U measures heat passing through a window, panel or door. Wall insulation requires at least 10 m² and Rd ≥3.5; floor or ground insulation at least 20 m² and Rd ≥3.5; cavity-wall insulation at least 10 m² and Rd ≥1.1. Roof insulation on the inside and loft-floor insulation each require at least 20 m² and Rd ≥3.5. Cavity-wall and roof insulation must be carried out in a nature-friendly way. Glass and frame panels require at least 8 m² and U ≤1.2, potentially combined with doors. Insulated doors require U ≤1.5 and at least 8 m² combined with glass or frame panels, as well as the efficient-glazing condition above.

The dwelling must have been occupied before renovation and registered with a residential function. The municipality can refuse costs that are unreasonable in relation to the result, or work that does not serve the scheme’s insulation objective.

With a municipal invitation code, register at Regionaal Energieloket through the municipal instructions. Without a code, email duurzaam@scherpenzeel.nl with proof of the WOZ value and energy label D–G, or label C and two poorly insulated components. The municipality assesses eligibility and can start your application; you do not need an invitation to request entry.

The municipality determines which application routes are available to your address. The rules allow advice at home or a declaration using your own installer. For reimbursement after installation, provide before-and-after photos, proof of payment, and itemised invoices showing eligible costs and the installation date, alongside your name, address and contact details.

Eligible work can be claimed retroactively from 1 January 2023. Applications run until 31 December 2028, subject to available funding; awards follow application receipt order. REL assesses applications. If you disagree with its decision, contact duurzaam@scherpenzeel.nl.
