Residential condominium insulation grant
Grants for residential condominiums and individual owners of multifamily buildings to insulate roofs, exterior walls and floors in Portugal.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
Programa de Apoio a Condomínios Residenciais supports adding or replacing thermal insulation in the shared parts of multifamily residential buildings. Roofs and floors must face the outside or unheated, non-useful spaces. Only residential units touching the proposed insulation and benefiting from improved energy performance count towards the per-unit limits.
The historical call paid 80% of eligible insulation costs using qualifying natural or recycled materials and 70% for other materials. Its table set per-renovated-residential-unit eligible-cost limits of €4,000 for roofs, €4,750 for exterior walls and €4,000 for floors. Total grant support was limited to €150,000 per beneficiary across applications. Mandatory technical oversight had €400 support per application; optional energy certification had up to €125 per residential unit. Both were included in the €150,000 total.
To qualify for the higher material rate, provide a Type I eco-label under ISO 14024, a Type III label under ISO 14025, or manufacturer documentation proving that more than 70% of the insulation's mass comes from natural materials or more than 50% is recycled material. Optional certification must cover the residential units before and after the work, be performed by registered SCE experts, and accompany eligible insulation and technical oversight.
New applications under this call are closed. The actual online-form intake ran from 17 April 2023 to 28 December 2023; 4 April was the notice's publication date. The extension to 31 December 2026 concerns execution of already financed operations under valid acceptance terms, with all other contractual conditions retained.
Eligibility
- Eligible buildings are existing multifamily homes in condominium ownership, or whole-building ownership with independently usable floors or units, licensed for housing by 31 December 2006. Portugal's mainland, Azores and Madeira are covered. Single-family houses do not fit this building scope. For pre-1951 buildings exempt from a housing licence, obtain a municipal certificate confirming the exemption.
- At least 51% of the building's total private gross floor area must be residential. Mixed-use buildings qualify, but non-residential units' insulation costs do not. Condominium buildings may contain units owned by companies; a company owning the entire building cannot use the individual-owner route.
- The condominium is the applicant, identified by its NIPC. Its elected administration submits the application; a management company may act if authorised in the meeting minutes. Individual whole-building owners use their NIF. Foreign nationals can qualify with a Portuguese NIF and no tax or social-security debts.
- Work had to remain unexecuted when the application was submitted. The condominium's approval minutes must identify the chosen contractor, awarded budget or itemised works, payment terms and execution period where applicable. The current reserve-account balance must cover at least the total awarded contract including VAT, less the grant. Only one application per multifamily building is allowed.
- Insulate the complete relevant common roof, wall or floor component. Exterior-wall work must cover all façades; ground-floor commercial or garage areas can be left out. If several buildings share one condominium NIPC, a roof application must cover every building's roof; a single building needs separate administration and its own NIPC.
- Contract an SCE qualified expert or competent technical auditor to demonstrate compliance with the minimum energy-performance requirements of Portaria 138-I/2021. Insulation needs CE marking or a conformity declaration, thermal conductivity below 0.065 W/(m·°C), and thermal resistance above 0.30 m²·°C/W, supported by the product sheet and EN 12667 test reference. Contractors must hold suitable works credentials and be registered with Casa Eficiente 2020 or CasA+. Work must improve energy performance and comply with environmental rules.
- Eligible invoices and payment proofs must be dated after application submission, identify the applicant and itemise the eligible work. VAT, energy-certificate registration fees, unrelated building work, maintenance, temporary rehousing, and costs already covered by national or EU programmes are excluded. Preparatory studies, licensing and general project management are excluded apart from the specified technical-oversight and certification support.
- For an undivided inheritance, attach the property tax record with the heirship certificate or tax authority inheritance-transfer record. The inheritance holder applies; another heir may apply with the holder’s signed authorisation for the work.

- Historical intake; could close earlier if the budget was expected to run out. The 2026 extension applies to execution of financed operations, not new applications.
The historical route required prior registration with the Balcão Único and submission through the dedicated Fundo Ambiental online form with ownership and licence evidence, administration and work-approval minutes, financial-capacity proof and technical documents. The commitment to obtain necessary licences was mandatory even if the work needed no licence. Before-work photographs accompanied the application.
If your operation is already financed, follow its case in Fundo Ambiental's digital platform and use the dedicated e-Balcão on the official programme page for questions. Payment requires a check for outstanding debts. The amended rules provide an automatic initial advance of up to 20% of the grant, deducted from later payments; subsequent reimbursements require invoices, payment proof, approved measurements and photographs. Final payment of the retained 5% needs the final balance request and technical declaration or final energy certificate confirming the approved work.
Only work in the awarded budget or itemised works submitted with the application is paid; other work, including certification omitted from the application, cannot be added after eligibility approval. Retain application and execution documents for five years and cooperate with inspections. Failure to meet the conditions or misuse of the funding can require repayment.
