Appliance Upgrade Program
Purchase rebates for New York households with low or moderate incomes installing a heat-pump clothes dryer and any electrical upgrades it needs.

This programme discounts a new ENERGY STAR-certified heat-pump clothes dryer, including a qualifying all-in-one washer-dryer, and electrical work needed to install it. The dryer must be on NYSERDA's qualified products list. Your appliance coupon reduces the price at a participating retailer; a separate installation coupon reduces your participating contractor's invoice.
The rebate covers up to 100% of qualified costs for low-income households or 50% for moderate-income households, subject to these limits per dwelling:

The total Appliance Upgrade Program limit is $7,340 per project address. Electrical upgrades must be needed for the dryer installation. The $4,000 category is for increasing the home’s electrical supply capacity when the existing supply cannot support the dryer. If the supply already has enough capacity, necessary panel replacement can instead fall within the $2,500 wiring category, along with work such as circuits and outlets. Where a supply-capacity upgrade is needed, the manual also allows some panel and supply-side wiring costs in the wiring category when the service-upgrade cost exceeds its rebate. The upgraded supply must provide capacity for future electric heating, cooling and cooking equipment.
The appliance coupon can cover the dryer power cord, delivery, haul-away and sales tax within its limit. Installation can be included when the retailer also participates as an approved contractor. Other accessories, such as hoses, and extended warranties are excluded.
For rebates financed by Home Electrification and Appliance Rebates (HEAR), a separate $14,000 limit applies across HEAR-funded work at the project address, including HEAR support received through EmPower+. NYSERDA determines the rebate funding still available to your household. Projects replacing a gas dryer with an electric dryer are funded entirely through separate NYSERDA funds, rather than HEAR funding.
Eligibility
You must be an income-qualified New York resident in an existing single-family home, multifamily dwelling or manufactured home. Homeowners, building owners and renters can apply. The residential part of a mixed-use building can qualify; commercial uses such as hotels, dormitories and assisted-living facilities with hospital amenities are excluded.
- Income is compared with the median-income benchmark for your county and household size. Households below 80% of that benchmark fall in the low-income tier; those above 80% and below 150% fall in the moderate-income tier. Use the official county and household-size income calculator to find the applicable dollar limit and rebate tier. You must provide household income evidence or an accepted benefit award letter.
- The dryer must replace a gas or other non-electric dryer, replace an electric-resistance dryer, or be the household's first heat-pump dryer, including where there is no existing dryer. Replacing an existing heat-pump dryer and installation in new construction are excluded. The appliance cannot be installed outdoors or in areas exposed to freezing temperatures or weather.
- Renters need the owner's signed certification before applying. The owner commits to renting the dwelling to a low-income tenant for at least two years after the rebates, must not evict a tenant to obtain higher rent because of the improvements, and must not raise rent because of the improvements except to recover actual increases in specified taxes, operating expenses or maintenance costs. Tenants must receive written notice of their rights; if the property is sold within two years, the commitments must be included in the sale agreement. An owner who breaks these commitments must refund the programme rebates to NYSERDA.
- You cannot participate in this programme and EmPower+ at the same time. Complete work under the first programme before the next project proceeds. Sequential participation is allowed, and NYSERDA determines the remaining eligible incentives.
- Electrical work must be performed by a participating contractor to receive the rebate. You must install the qualifying dryer as part of the project; otherwise, you must repay the electrical-upgrade assistance. Self-installation of the dryer is permitted where local rules allow, but self-installation costs do not receive an installation rebate.
- Where local rules require a licensed plumber or permit to disconnect and cap an existing gas line, the participating contractor must meet those requirements.
How to apply

Apply through the MyEnergy Portal or the postal application before buying the dryer with the rebate. A participating contractor or Regional Clean Energy Hub can help submit the application. Choose your participating retailer in the application; the appliance coupon will be specific to that retailer. Include the required electricity and applicable heating bills, household income evidence, signed application and, for renters, the building-owner certification.
Provide a photo with location data of your existing dryer or the place where the new one will go. NYSERDA supplies upload instructions and can arrange for staff to take the photo if you cannot do it; this does not affect eligibility.
After approval, use your appliance coupon at your selected participating retailer's checkout, online or in-store as supported by that retailer. Choose a model from the qualified products list. Use the coupon by the expiry date shown on it, normally 30–60 days after receipt. Arrange delivery to the approved project address, or use store pickup if offered. For store pickup, the purchase must have a New York billing address and the designated person collecting the dryer must have valid New York State ID.
If electrical work is needed, choose a participating contractor and arrange a consultation. Contact AUP@nyserda.ny.gov or 866-NYSERDA with the selected contractor's name and company to request the installation coupon. If replacing a natural-gas or propane dryer, also select a participating plumber. The contractor confirms that the work is necessary and validates the coupon before starting.
Arrange for the work and installation-coupon redemption to finish before that coupon expires. The contractor applies the electrical rebate to your invoice and redeems the installation coupon after completing the agreed work and preparing the required installation documents. Agree separately with the contractor on any costs the coupon does not cover, including your share of eligible costs and work outside the programme. Funding is offered first come, first served while funds remain available.
