Residential Energy Efficiency Program: heating and weatherization rebates
Invoice credits help homeowners in Benton PUD’s service area install qualifying heat pumps, insulation, windows and doors through approved contractors.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
The Residential Energy Efficiency Program credits qualifying heating and weatherization rebates on your approved contractor’s invoice once the work is complete. The rebate cannot exceed the project cost. You pay the contractor the remaining bill; Benton PUD’s contribution does not remove your responsibility for the installation contract.
For existing single-family and manufactured homes, the heating rebates are:
- $1,000 to replace an electric forced-air furnace with a heat pump.
- $1,200 for that conversion using a variable-speed or inverter-driven compressor.
- $400 to replace a non-variable-speed heat pump, ductless heat pump or zonal electric heating with a variable-speed or inverter-driven heat pump.
- $800 for a ductless heat pump replacing zonal electric heating or an electric forced-air furnace.
Existing multifamily buildings can receive $200 for an AHRI-certified packaged terminal heat pump replacing a packaged terminal air conditioner or zonal electric heating.
Insulation rebates depend on dwelling type, the insulation already present and the level installed. R-value measures insulation performance; the contractor must document both the starting and ending values, the installed area, an insulation certificate and a contractor warranty. The following rates are dollars per square foot.
| Attic insulation upgraded to R49 or higher | Single-family | Multifamily |
|---|---|---|
| Starting R0–R7 | $2.00 | $1.35 |
| Starting R8–R11 | $0.75 | $1.35 |
| Starting R12–R19 | $0.30 | $0.30 |
| Starting R20–R30 | $0.12 | $0.09 |
| Starting R31–R38 | Not eligible | $0.09 |
Attic insulation rebates do not cover manufactured homes.
| Floor insulation upgrade | Single-family | Multifamily | Manufactured home |
|---|---|---|---|
| R0–R11 to R19 | $0.75 | $1.11 | Not eligible |
| R0–R11 to R25 | $0.90 | $1.11 | Not eligible |
| R0–R11 to R30 | $0.90 | $1.29 | Not eligible |
| R0–R7 to R22 | Not eligible | Not eligible | $0.90 |
| R8–R11 to R22 | Not eligible | Not eligible | $0.60 |
| R12–R19 to R30 | $0.15 | $0.21 | Not eligible |
These floor rates apply to existing dwellings. Wall insulation pays $2.00 per square foot in existing single-family and multifamily homes where no insulation is present, provided the new insulation reaches R11 or higher. Manufactured homes are excluded from that wall measure. Air sealing pays $0.08 per square foot only when done alongside attic and floor insulation in an existing electrically heated single-family home.
Replacing an uninsulated or substandard exterior door with an ENERGY STAR-qualified door pays $40 for any of the three existing dwelling types; ENERGY STAR documentation is required. Replacement windows must replace single-pane windows, double-pane metal-frame windows or vinyl windows. A U-value of 0.30 or lower pays $6 per square foot in single-family or manufactured homes and $12 in multifamily buildings. A U-value of 0.22 or lower pays $8 and $16 respectively. The contractor must document the U-value, which measures heat transfer through the window, window size, manufacturer warranty and contractor warranty.
Eligibility
You must own an existing residence served by Benton PUD and have authority to make the improvements. You must also have authority to use the residence as security for an obligation through a mortgage lien or security interest. The residence must use electric space heating or a heat pump. Rebates cannot fund conversion to a different energy source.
- Single-family means a single-family dwelling, a townhouse (not a condo), or a building with four or fewer residences. Multifamily means more than four residences and no more than three stories.
- Only electrically heated living space qualifies. Attached garages, unheated basements, porches and outbuildings are excluded.
- An approved contractor must perform the work and submit the application. Self-installation does not qualify for these heating and weatherization rebates.
- The $1,000, $1,200 and $400 heat-pump options require photos of existing equipment, an AHRI certificate showing compliance with federal minimum standards, calculations of the home’s heating needs, documentation of the balance point used to assess when backup heating is needed and a setting of 30 degrees or lower for backup resistance heat. The $1,200 and $400 options require a variable-speed or inverter-driven compressor. The contractor supplies these documents so Benton PUD can assess installation eligibility. The $800 ductless option requires the same AHRI certificate.
- More than one rebate per residence requires consultation with a Benton PUD energy advisor for approval. Multifamily projects with rebates exceeding $10,000 require Benton PUD approval.
- Every job needs the homeowner’s signed participation agreement, naming the homeowner and project address. You must allow contractor access and Benton PUD inspection access.
Benton PUD’s inspection checks rebate eligibility and does not warrant the work’s quality or safety. You remain responsible for your contractor contract; the contractor can enforce a statutory lien against the residence and pursue other legal remedies if you do not meet it.
How to apply
- Status
- Løpende søknader
- Vilkår for søknadsrunden
- Rebates remain valid until programme changes or funding expires; changes may occur at any time.[^c2]
- An approved contractor performs the work and submits the application.[^c3]
Contact Benton PUD Conservation at (509) 582-1234 or conservation@bentonpud.org to determine rebate eligibility, then select an approved contractor from the residential rebate page.
The contractor completes the work and submits the rebate application through Benton PUD’s Contractors & Builders page. Sign the participation agreement authorizing Benton PUD to pay the incentive to the contractor. The contractor submits your invoice, agreement, labor and materials warranty and the other required programme documents.
Your invoice must show each measure’s total cost, a separate “Benton PUD rebate” line crediting each measure, the total you owe and the equipment manufacturer and model. Tax is calculated on the full job cost before the rebate is deducted. The credit is applied after completion.
