CHEAPR electric vehicle rebates
Rebates for Connecticut residents buying or leasing eligible electric vehicles, with enhanced support for qualifying locations or lower-income households.
Denne finansieringsmuligheten er foreløpig beskrevet på engelsk.
CHEAPR supports listed battery electric vehicles, hydrogen fuel-cell electric vehicles and plug-in hybrids. For a new vehicle, the standard rebate is $1,000 for battery or fuel-cell electric models and $500 for plug-in hybrids. Rebate+ New adds $3,000 or $1,500 respectively, giving combined new-vehicle rebates of $4,000 or $2,000. Rebate+ Used pays $5,000 for battery or fuel-cell electric vehicles and $3,000 for plug-in hybrids.
Standard and Rebate+ New rebates reduce the price at purchase or lease; the programme reimburses the dealer or eligible manufacturer. Rebate+ Used can reduce the price through an approved prequalification voucher, or pay you directly after purchase. Rates depend on the purchase or lease date, including for previously approved vouchers; ordering or paying a deposit does not lock in a rate. Applications must precede fund exhaustion, and submitting one does not guarantee funding.
Eligibility
- You must be a Connecticut resident when you buy or lease. Active-duty military members stationed in Connecticut can also qualify, including when permanently resident in another state. You may receive one CHEAPR rebate every 24 months and two in your lifetime.
- The vehicle must already appear on the CHEAPR eligible vehicle list when purchased or leased. It must be highway capable and its base manufacturer’s suggested retail price must not exceed $50,000. This means the recommended base price for the trim, excluding destination fees and optional upgrades; for a used vehicle, the original new-vehicle base price is tested.
- Buy or lease through an eligible Connecticut licensed dealer or an eligible direct manufacturer without licensed or franchised dealers in Connecticut. Direct manufacturer purchases outside Connecticut qualify where that manufacturer has no in-state distribution; once in-state retail sales are authorized, use its Connecticut retail locations. Private used-car sales do not qualify. Used models must be from the current calendar year or the previous three model years, and cannot have been previously owned or leased by you.
- Aftermarket electric conversions, electric motorcycles, scooters, all-terrain vehicles, neighbourhood vehicles and low-speed electric vehicles are excluded. Unregistered dealer display or test-drive cars, and unrebated returned or uncompleted sales, may be assessed as new vehicles case by case.
- Rebate+ New and Used require one of three qualifying routes: an address in a designated Environmental Justice census block group or distressed municipality; annual household adjusted gross income strictly below 300% of the federal poverty level; or enrolment in an approved state or federal income-qualified programme listed in Attachment A. Environmental Justice areas are census block groups where at least 30% of people live below 200% of the federal poverty level. A town appearing in Attachment C is not necessarily eligible throughout; check the address designation. Distressed municipalities include designated towns still in their five-year grace period.
- For the income route, your household includes family members and unrelated people who live together or share common living expenses. Combine adjusted gross income of household members aged 18 or older: this is total income after IRS adjustments, shown on Form 1040. Prove it with the latest federal tax return transcript. Children still count towards household size. Under Rebate+ New’s income route, a person claimed as someone else’s tax dependent is ineligible.
- Keep the vehicle and its Connecticut registration for at least 24 consecutive months. A lease must originally last at least 24 months. Do not materially modify the vehicle or its emissions or hybrid systems, and make it available for requested programme inspections. Returning it before payment prevents a rebate.
- Notify the administrator in writing before selling, returning or ending a lease early. Repayment is normally the rebate divided by 24, multiplied by the months remaining, rounded to the nearest month, and is due within 30 days of relinquishing the vehicle. Total loss, manufacturer recall or transfer following your death is exempt. If a manufacturer defect or unforeseen circumstances require a replacement, DEEP and the administrator may approve one of the same technology or an upgrade without repayment, such as replacing a plug-in hybrid with a battery electric vehicle. The replacement must be on the current eligible vehicle list when purchased or be the exact model originally rebated; it continues the original retention period and receives no extra rebate. Lease transfers are prohibited.

Check the manual’s eligible vehicle and qualification requirements with the participating dealer or manufacturer before the transaction. For Rebate+ New, apply separately in the CHEAPR portal and obtain approval before buying or leasing; bring the approved voucher to the dealer. Rebate+ Used can use this same prequalification route or you can apply after purchase. Prequalification lasts 12 months, after which you must reapply.
For standard and Rebate+ New, the dealer credits your price and submits the application and supporting documents after you take possession, within 45 calendar days of purchase or lease. For Used, the dealer redeems an approved voucher or you submit the post-purchase application and documents within the same 45-day limit. For purchases the manual uses either the signed final agreement date or the possession date; for leases it uses the commencement date in the signed lease. Eligible out-of-state manufacturer purchases use the Retail Certificate of Sale date.
Provide the signed transaction agreement, proof of residency and valid permanent Connecticut registration, plus qualification evidence for Rebate+ where applicable. A registration application is insufficient, and all correct documents must arrive within the 45-day period. Sign the current programme terms where required and complete the emailed applicant survey to receive the incentive. Respond to requests for further information; missed responses do not qualify for an extension.
For Used post-purchase payments, choose bank transfer or a check; cash a check within 90 days. If you cannot apply online, request a paper application from the Center for Sustainable Energy at (855) 704-6350 or cheapr@energycenter.org.
