Public charging grants for heavy trucks

Narodowy Fundusz Ochrony Środowiska i Gospodarki WodnejPolengesloten

Grants for businesses building or expanding public heavy-truck charging stations in Poland beside core TEN-T roads or qualifying logistics sites.

Deze mogelijkheid is momenteel in het Engels beschikbaar.

The programme supports public charging infrastructure for zero-emission heavy trucks, using Modernisation Fund resources administered by NFOŚiGW. It covers construction or expansion, with different minimum station counts for core TEN-T roads and logistics sites.

The general grant ceiling is 100% of eligible costs. For investments using the programme’s “project finance” route, the ceiling is 85%: at least 15% of eligible costs must come from your own funds and be spent first. Loans, bonds and shareholder loans do not count as those own funds. For commercial companies, the contribution must be cash paid into share capital. You must document a complete financing plan; the grant is paid only as reimbursement of eligible costs.

NFOŚiGW’s general financial methodology says “project finance” includes projects carried out by a business created specifically for the project that has not started operating, or by an existing business entering a different field. The latter particularly concerns businesses whose existing activity is too small to cover repayment if the project fails.

Eligible costs include charging equipment, construction and installation, the grid connection, technical documentation, intangible assets and qualifying supervision, tests, taxes and fees. VAT qualifies only if you cannot deduct it. Building or modernising renewable-energy installations is excluded, but a battery can qualify if it stores renewable electricity generated on site and serves only the supported station. Costs qualify no earlier than application submission and no later than 30 June 2029.

The grant can also reimburse the capital part of financial-lease instalments for eligible charging assets. The lease must require you to buy the assets when it ends and keep them at the charging site for at least the required durability period.

Eligibility

  • You must be a business under Poland’s Entrepreneurs Law with headquarters or a branch in Poland. Your business must not be suspended, including during the 12 months before applying, or in liquidation or bankruptcy. You must not be in financial difficulty that threatens the required durability period.
  • The Polish site must be on a core TEN-T road or within 3 km driving distance of its nearest exit, or in a logistics centre, operating base or intermodal terminal or within 3 km driving distance of one. TEN-T projects must create at least two public stations; logistics-site projects must create at least one. Each station needs at least one charging point with an individual output of 350 kW or more. High-power DC points must have at least Combo 2 connectors under EN 62196-3:2014.
  • Show your right to use the property and that construction or expansion is permitted there. Provide a statement about sufficient grid-connection power, supported by a connection agreement, a submitted connection or capacity-increase request, a network-operator assurance of electricity supply for a high-power station meeting the alternative-fuel infrastructure requirements of Regulation (EU) 2023/1804 with at least 3.6 MW of total connection capacity, or, if those documents are absent, a statement explaining your plans.
  • Apply before construction starts or you make a binding equipment order or another irreversible commitment. Other public aid cannot finance the same supported stations.
  • Maintain the infrastructure for five years from the applicable completion event: the use permit after UDT/TDT technical inspection, or confirmation of the UDT inspection where that is the legal requirement. Keep it in use in Poland, do not sell it during those five years, insure it against damage, destruction, loss from accidental events, damage caused by third parties and theft, and provide the service needed to maintain its warranty.
  • Provide nondiscriminatory public access, including direct payment by credit or debit card. Declare that the investment meets the “Do No Significant Harm” technical criteria in Annexes I and II of Regulation 2021/2139; NFOŚiGW checks the application and attachments and rejects a failure of this criterion. You must also meet the applicable Polish charging-infrastructure state-aid rules and not be legally or sanctions-excluded.
  • Meet public-law payment obligations and your obligations to NFOŚiGW. Within the previous three years, NFOŚiGW must not have terminated a funding agreement for reasons attributable to you; termination by mutual agreement is excepted.

Voorwaarden voor deze aanvraagronde
  • Closed first call; TEN-T and logistics sites assessed separately. Terms are historical.[^c12][^c13]

The first call closed on 31 August 2025. These are its published terms. Check NFOŚiGW’s official programme page for any subsequent call before preparing an application.

The call used the GWD funding application generator. Applicants created an account, selected the programme and sent the electronic form and required attachments using a qualified electronic signature or trusted signature. Each application covered one investment at one location; multiple applications were allowed, but only the first application for the same investment was considered. Road and logistics locations required separate applications.

The 2025 call had two separate ranking groups: PLN 800 million for core TEN-T sites and PLN 200 million for logistics sites. One applicant and its linked businesses could request no more than PLN 400 million in total. Passing eligibility was followed by financial, technical and state-aid assessment, then competitive scoring. Grant requested per installed kW carried up to 70 points, completion date up to 20, and station count up to 10. Lower grant per kW, earlier completion and more stations scored better; ties were resolved in that order.

In each group, the lowest-ranked applications accounting for 5% of the total positively assessed grant requests were excluded, rounded up to whole applications. Ranking within the available budget led to contract negotiations; a place on the list did not guarantee funding. NFOŚiGW’s commitment arose only when the funding contract was signed with a qualified electronic signature.
