Solar property-tax reduction

Ayuntamiento de ZaragozaSpanje

IBI taxpayers with solar heating or electricity systems for self-consumption in Zaragoza can reduce their annual property tax, subject to installation-cost caps.

Deze mogelijkheid is momenteel in het Engels beschikbaar.

The reduction is 50% of the gross IBI property-tax charge. The original benefit period covers the five tax periods following the year the solar installation is completed.

Each year's reduction is capped at 20% of the material execution cost attributable strictly to the solar heating or electricity installation. For an apartment or commercial unit in a building divided into separately owned units (propiedad horizontal), the cap is 20% of the qualifying installation cost allocated to that owner.

Apply once you have met the requirements and before the original five-period entitlement ends. Relief starts in the tax period after you apply and only covers the years left in that original period. A 2026 application can therefore benefit you from 2027 only if eligible years remain; it does not start another five years or backdate relief.

You cannot obtain another solar-system reduction while enjoying this one. After the benefit period ends, a new reduction requires a new investment at least equal to the sum of your previous investments.

Eligibility

  • The property must be subject to Zaragoza IBI and have an installed solar thermal or solar electricity system for self-consumption.
  • You must be the IBI taxpayer. This covers natural persons, legal persons and entities recognised as taxpayers under Article 35.4 of the General Tax Law that hold the taxable right. The rights are considered in this order: an administrative concession over the property or its public service; a surface right; usufruct (the right to use and benefit from the property); then ownership. A right earlier in that order determines which person is liable for IBI.
  • Solar installations required by applicable regulations are excluded. Solar thermal installations must include collectors approved by the competent administration.
  • You must hold the relevant urban-planning authorisation and have paid the self-assessed planning fees and ICIO construction tax. If the works use a responsible declaration or prior communication, you also need the resolution in which the Urban Planning Manager acknowledges the works.
  • All municipal taxes and charges must be paid up to date when you apply and at each tax accrual. You must arrange direct debit for the IBI bills.

For apartments and commercial units under propiedad horizontal, shared installations supplying all or some units require a collective application. An installation supplying just one privately served unit requires that unit's individual application. Both routes require the owners' community minutes authorising the works.

How to apply

Status
Doorlopend open
Voorwaarden voor deze aanvraagronde
  • Apply after meeting all requirements and before the original five tax periods following installation completion end. Relief begins next tax period and only for remaining years; filing in the final year can leave no benefit.

Submit “Solicitud de bonificaciones” through the Ayuntamiento de Zaragoza's municipal tax portal. Natural persons can also apply at the Oficina de Gestión Tributaria, Vía Hispanidad 20, 50071 Zaragoza, Monday–Friday 08:00–14:00, requesting an in-person service turn before 13:15.

Supply the urban-planning authorisation and any required acknowledgement resolution, the self-assessments for planning fees and ICIO with proof of payment, and installation invoices with payment receipts. The ordinance also lists the duly endorsed C-0004 electrical installation certificate. For solar thermal panels, supply the approval or component technical sheets certifying compliance with current regulations. You must provide further compliance documents if requested by municipal services.

For a collective application, list each participating property's cadastral reference and the installation amount allocated to it, and attach the community minutes authorising the works. Prove representation of every owner represented: being the community president or administrator alone does not establish that authority. For a private installation in one unit, attach the community minutes authorising that installation.

File only after meeting the requirements and before the original five tax periods expire. An application made in the final year can leave no future benefit period, because relief starts the following tax period and cannot extend the original clock.
