Solar property-tax relief

Ayuntamiento de Ciudad RealHiszpania

Dwelling owners in Ciudad Real can reduce their IBI property tax by 41–50% after installing qualifying solar hot-water or electricity systems.

Ta możliwość jest obecnie dostępna po angielsku.

The relief reduces the gross liability (cuota íntegra) of the Impuesto sobre Bienes Inmuebles (IBI), the municipal property tax. It supports completed solar installations for self-consumption.

The percentage depends on the property's base liquidable: its tax base after any reductions required by law or the fiscal ordinance, on which the tax rate is applied. The ordinance prints these bands:

  • Up to €50,000: 50% reduction.
  • €50,001–€70,000: 47% reduction.
  • €70,001–€100,000: 44% reduction.
  • €100,001–€140,000: 41% reduction.

The entitlement covers the three tax periods immediately after installation completion. An approved claim takes effect only in the tax period after you apply, within that original three-period limit. Late filing loses elapsed periods; it does not create a new three-year entitlement or reduce past tax. For example, an installation completed and claimed in 2026 can receive relief for 2027–2029. If completed in 2025 but claimed in 2026, its original period is 2026–2028 and only 2027–2028 remain available.

These percentages apply to applications made from 1 January 2024. Earlier awards retain the rules in force when they were requested.

Eligibility

You can apply as a dwelling owner who is an IBI taxpayer for a property in Ciudad Real. The ordinance also permits individual or collective taxpayers, including owners' communities and jointly owned-property communities.

  • For an individual, you must be registered on Ciudad Real's municipal population register when the tax accrues.
  • The property's base liquidable must not exceed €140,000.
  • You must hold the municipal licence where required, or your declaración responsable must have taken legal effect. This is the formal declaration used for the applicable municipal authorisation route.
  • Solar hot-water systems must use collectors approved by the competent administration and supply at least 50% of total domestic hot water (agua caliente sanitaria, ACS). Solar electricity systems must have at least 2.5 kW installed for each 200 m² of built floor area or a remainder greater than 100 m².
  • Systems whose installation is legally mandatory do not qualify.
  • At filing, you must be up to date on municipal taxes, public prices, penalties and other public-law revenues.

Report changes affecting the relief. The municipal tax department may check compliance. A breach removes the benefit from the time of that breach for the remaining entitlement years, and wrongly reduced tax must be repaid with late-payment interest.

Other IBI relief can be combined only where the nature of the benefits and property permits it, subject to the other benefit's own restrictions. Compatible reductions are applied in the ordinance's listed order, successively reducing gross liability.

How to apply

  • Claim before the original three tax periods after installation completion expire; only later remaining periods can benefit. No retroactive relief.

Complete the Ayuntamiento de Ciudad Real's specific solar IBI application form, addressed to the Mayor. Identify the dwelling address and cadastral reference, provide applicant and any representative details, and declare that municipal payments are current.

Attach the completion certificate and/or installation invoice, as applicable. For a collective installation, also attach the community's certificate listing its properties.

Submit the completed form and documents through the INSTANCIA GENERAL of the municipal electronic register, linked from the municipal forms page. You may submit in person if you are not legally obliged to use electronic means.

You can make a new qualifying claim now, before your installation's original three-period entitlement ends. Apply while a later tax period remains within that limit, because relief starts in the period after filing and is never retroactive. The municipality has six months to decide; no decision within that period means the request is refused.
