ENEO initial energy advice grant

IBB Business Team GmbHNiemcydo 595 EUR

A grant covering 95% of initial energy advice costs for owners and authorized managers of rental apartment buildings in Berlin.

Ta możliwość jest obecnie dostępna po angielsku.

ENEO helps you identify individual or partial renovations that could cut your building’s CO₂ emissions. An adviser from the ENEO pool provides independent, product-neutral advice by telephone or online and records the recommendations. You do not have to carry out the recommended work.

The grant covers preparation, the consultation and its written record. It pays 95% of eligible advice costs, up to €595 including VAT. If you can deduct input VAT, the limit is €500 excluding VAT. IBB Business Team GmbH pays the grant after checking the advice record, invoice and proof that you paid it.

Construction documents, detailed calculations of individual measures, renovation work, construction supervision and site management are excluded. You cannot combine the ENEO advice subsidy with other federal or state funding. Separate property investments may use other programmes, including SolarPLUS and GründachPLUS.

Eligibility

  • You must own or otherwise be authorized to manage rental housing in Berlin, for example as a property manager. Individual apartments and condominium owners under Germany’s Wohnungseigentumsgesetz (WEG) are excluded.
  • The building must be in Berlin, have at least three residential units, and have been completed more than 20 years ago. More than 50% of its floor area must be used for housing.
  • Funding is available once per residential building. Use an adviser listed in the ENEO pool, and commission the advice only after IBB Business Team GmbH has approved funding.

Awards depend on available Berlin funds. Complete applications are approved in order of receipt; there is no legal entitlement to a grant.

  • Awards depend on available Berlin funds; complete applications are processed in order of receipt.[^c8]

Apply through IBB Business Team GmbH’s electronic application system. The current initial-advice intake is open; the same system also handles final payments for agreements made before 2026.

After approval, choose an adviser from the ENEO pool under the funding agreement. You should commission them within two weeks after accepting the agreement. The telephone or online consultation must then take place within four weeks after commissioning. After the consultation, request payment electronically and submit the advice record, invoice and proof of payment.

The application process requires identification, an energy certificate, the latest heating bill showing consumption and costs, and bank details. Corporations also provide a commercial-register extract no older than one year; commercial businesses provide a business registration.

The linked general grant conditions apply unless the award expressly says otherwise. Spend economically and document the commissioning decision. For contracts above €500 and up to €5,000 excluding VAT, make and record an informal price comparison; above €5,000 and up to €100,000, invite at least three firms to quote, documenting any justified deviation.

Provide proof of how the grant was used within six months after fulfilling its purpose, and no later than six months after the funding period ends. If the purpose is unfinished at year-end, provide interim proof within four months of year-end; the narrative report may be joined to the next report if its reporting period covers no more than three months. Retain receipts, contracts and other funding documents for five years after submitting proof of use, or longer where another law requires it.

Immediately notify the administrator of changes to circumstances underlying the award, lower eligible costs, an inability to achieve the funded purpose, or an insolvency application or proceeding. Reduced eligible costs reduce the proportional grant. Additional financing reduces the grant if planned total costs stay unchanged; an equal increase in costs and financing does not reduce it. False or incomplete information, misuse, or failure to meet award conditions or reporting duties can lead to repayment; sums recovered carry annual interest five percentage points above the base rate.
