Sustainable social real estate subsidy (DUMAVA)
A Dutch grant for public and nonprofit owners improving the energy performance of existing schools, healthcare, cultural, sports, religious and other community buildings.

DUMAVA funds up to three individual measures, such as insulation, heat pumps, sports-field lighting or solar panels, or an integrated project combining multiple measures based on professional energy advice.
Individual measures receive 20% of eligible costs, from €2,500 to €1.5 million. Integrated projects normally receive 30%, from €25,000 to €1.5 million, and can reach 40% when the building achieves the specified high energy performance. Large companies cannot receive more than 30%.
Eligibility
The existing property must be in the Netherlands and owned by an eligible social institution. Potentially eligible sectors include local government, education, healthcare, culture, amateur sport, religion, public-facing nonprofit facilities and non-residential listed monuments; sector-specific status or registration rules can apply.
You need a suitable sustainability assessment before applying. Apply before signing a contract with a contractor or starting the upgrade. Tenants and entities liable for income or corporation tax cannot receive DUMAVA.
Funding is unavailable for measures required under the energy-saving obligation, for an office that is subject to the energy-label C obligation but has not yet reached label C, or generally for property completed on or after 1 January 2012 unless it will leave natural gas by project completion; RVO describes a grid-congestion exception for gas-free-ready buildings.
A business that carries out economic activity from or with the property must submit a declaration stating whether it competes with businesses in other EU countries. RVO calls a business that competes in this way a bovenlokale onderneming. For individual measures, it must apply under either the General Block Exemption Regulation (AGVV) or the de minimis regulation, depending on the applicant and measure. For an integrated project, its grant is capped at 30% and reduced by 5% if the work covers only one type of building component. It cannot combine subsidies for the same measures and property, and the work must improve the property's energy performance by at least 20%.
An amateur sports association must belong to an NOC*NSF-listed sports federation or a participating Platform Ondernemende Sportaanbieders organization. A building also used for other activities must either have a sports-only planning designation with at least one affiliated user, or be intended and used for amateur sport for at least 50% of its floor area and 50% of the time.

Prepare the energy assessment and apply online to the Netherlands Enterprise Agency with eHerkenning level 2+. RVO assesses applications in receipt order; if demand exceeds the budget on one day, it uses a lottery among complete applications received that day.
