Shared building heating grant

Eko skladSłowenia

Grants for co-owners to upgrade shared heating or hot-water equipment in older Slovenian buildings with at least three residential or business units.

Ta możliwość jest obecnie dostępna po angielsku.

Call 127SUB-SOG26 supports solar water heating, wood-biomass boilers, heat pumps and district-heating substations, including replacement, full renovation or a first connection to district heating. The shared system must serve at least three residential or business units.

The standard grant covers 40% of eligible costs excluding VAT, allocated to each beneficiary according to their co-ownership share. Eligible purchase, installation and associated works depend on the measure; radiators, underfloor heating and pipe distribution are excluded from solar, biomass and heat-pump costs.

Individuals receiving cash social assistance or income-support allowance when applying can receive 100% of eligible net costs for their share. This also applies if they received exceptional cash social assistance at least twice in the preceding two years. The required benefit decisions establish entitlement. For investments in the legally defined Triglav National Park area, the final grant rises by 25% if an individual applicant permanently lives at the investment address or a legal entity has its registered office there.

Eligibility

  • Beneficiaries can be individuals or legal entities, including public bodies except direct users of the state budget. They must invest as co-owners of the relevant shared part, or as leasing holders of individual units with the owner's written consent. These conditions must hold from application until the decision. A legal entity that is the sole owner of the older building is excluded.
  • The building must be in Slovenia and legally built. It qualifies as older if its residential/business construction or conversion permit was issued before 1 July 2010; alternatively, it must have a pre-application legalization permit for a building built before that date, a permit for a building of long existence, or a decision recognizing construction and occupancy permission by law. Previously unheated parts cannot receive support.
  • Apply before completing the investment. Completion is the service date on the contractor's invoice, or the invoice date if no service date is stated. Later remedial or additional work does not reset completion. New equipment must be installed and commissioned by a qualified contractor with a registered activity; used equipment, prototypes and material-only purchases without professional installation are excluded. Energy-labelled equipment must be manufacturer-registered in EPREL, the EU energy-labelling product database.
  • Solar photovoltaic modules qualify only when disconnected from both the grid and the building's internal low-voltage installation, and used solely to heat water directly through resistance heaters. Solar thermal collectors also qualify.
  • Biomass boilers within Regulation (EU) 2015/1189 must have seasonal space-heating efficiency of at least 78%. Seasonal emission limits are 30/45 mg/m³ for particles, 380/530 mg/m³ for carbon monoxide and 20/30 mg/m³ for organic gaseous compounds for automatic/manual feeding respectively; nitrogen oxides must not exceed 200 mg/m³ at 10% oxygen in dry flue gas. These tests apply to the main and every other suitable fuel. Manually fed boilers need the regulation's minimum storage volume. Higher-output boilers outside the regulation's scope must meet the applicable rules.
  • Electric air-to-water, water-to-water and brine-to-water heat pumps must meet Regulation (EU) 813/2013, have SG Ready functionality for smart-grid operation, and achieve seasonal efficiency of at least 140%, 200% and 170% respectively in average climate at 35°C. Sorption heat pumps complying with that regulation also qualify; equipment outside its scope must meet applicable rules. Unless hermetically sealed, the heat pump must be installed by a company in the Slovenian Environment Agency's authorized register. A district-heating substation must control heating-water temperature according to outdoor temperature, allow adjustment of the heating curve and control-valve parameters, and meet the heat-network operator's requirements.
  • Individuals are excluded if they have overdue Eko sklad debt or unmet Eko sklad contractual obligations when applying, or a blocked bank account. Legal entities and people carrying out registered activities face these restrictions plus overdue Slovenian revenue-authority liabilities of €50 or more, missing payroll-tax returns for the previous five years, unpaid wages or social contributions, insolvency, bankruptcy or compulsory termination. Companies and cooperatives in difficulty are also excluded. Application-date tests apply where the call specifies them; otherwise the business exclusions are assessed when the decision is issued.
  • Business applicants must be registered in Slovenia; their foreign branches are excluded. For them, and for public legal entities carrying out commercial market activity, de minimis rules limit aid to €300,000 per single undertaking over the preceding three years. Linked companies count together, including through majority voting rights, board appointment rights, dominant influence or agreed voting control. Applicants declare previous aid, other aid sought for the same costs and relevant corporate links, mergers or divisions. Business recipients must record each funded investment’s costs and expenditure separately in their accounts, using a dedicated cost centre. Keep the supporting invoices, delivery notes, contracts or other cost records and evidence of payments made to substantiate the cost statement.
  • Excluded aid covers primary fisheries/aquaculture and primary agriculture; fisheries processing/marketing when aid is based on product price or quantity; and agricultural processing/marketing when aid is price/quantity-based or passed to primary producers. Export-linked aid and aid requiring preference for domestic goods/services are excluded. Other state/de minimis aid cannot breach the permitted aid intensity or amount. A measure already awarded an Eko sklad grant cannot receive another under this call, and the same identifiable eligible costs cannot receive funding from other public sources.

Keep funded equipment in place for at least three years after payment. Eko sklad may inspect compliance until four years after payment. Breaches, misuse, false documents or obstructed monitoring can end entitlement or require repayment; the general conditions include statutory late-payment interest on recoveries.

How to apply

  • Applications remain possible through the day closure is published. Complete applications are handled in arrival order and may be refused after the budget is allocated.[^c18][^c19]

Ask the building manager to submit a single application for the beneficiaries. If the building has no manager, all beneficiaries must appoint one common representative. The representative must first inform everyone about the higher grant for social-assistance recipients and flag eligible recipients in the application. If a recipient does not give the representative the benefit decision, the representative must ask them to send it directly to Eko sklad immediately after submission.

Use form Vloga 127SUB-SOG26 and the documents on the official call page. Include the co-owner/share list in the prescribed electronic form, the authorization and valid resolution for the measure, building-legality evidence or the prescribed legality/use declaration, relevant benefit or de minimis declarations, and the measure-specific contractor quotation, technical documents and photographs. Eko sklad's equipment lists are informative: a listed product can avoid resubmitting its technical documentation, but the applicant remains responsible for proving compliance.

Send the application and attachments to vloge@ekosklad.si. Exceptionally, submit in person or by post to Eko sklad, j.s., Bleiweisova cesta 30, 1000 Ljubljana. Applications are accepted through the day Eko sklad publishes the call's closure and handled in arrival order; timely complete applications can still be refused once the budget is allocated.

Completion evidence includes the contractor invoice and photographs, with proof of payment if already fully paid. Biomass boilers also require a positive first chimney-sweep inspection and commissioning test; larger boilers require the specified initial emissions measurements. Heat pumps require commissioning evidence and, for water-to-water systems, registration of the special water use or a water permit. District-heating works require connection consent for a new connection, or renewed consent if an existing connection’s basic parameters change.

After award, complete the investment within 15 months of the decision becoming final, which occurs on service to the representative. Objectively justified obstacles evidenced before expiry can allow one extension of up to six months. Submit the signed payment agreement and required completion documents no later than two months after the completion deadline. A justified request made before that documentation deadline can allow one extension of up to one month; missing the final deadline ends entitlement.

Payment normally goes to the contractor after the completed works are documented and checked. If the invoice is already fully paid, it goes to the reserve fund or representative's bank account; the extra social-assistance amount up to 100% goes to the recipient's personal account.
