Home insulation subsidy

Gemeente OosterhoutHolandia

A grant towards contractor-installed insulation for owner-occupiers of older, poorly insulated houses in Oosterhout.

Ta możliwość jest obecnie dostępna po angielsku.

The Oosterhoutse Isolatie Subsidie helps pay for replacement insulating glass, cavity-wall insulation, insulation on the inside of an existing roof, and floor or crawlspace-ground insulation. A participating contractor must carry out the work; this is not a do-it-yourself grant.

The grant covers actual eligible costs, including labour and VAT, up to €2,500 for group A or €1,500 for group B. Necessary ecological measures connected to the funded insulation can also qualify. The municipality deducts the approved subsidy from your invoice, and you pay any amount left over. The maximum is a total for your applicant group, not a new allowance for each component.

Eligibility

You must own and live in a terraced, semi-detached or detached house in Oosterhout and be registered at its address. The house must have been built before 1993; apartments and homes in a VvE (owners’ association) are excluded. The municipality currently specifies a WOZ value—the official property valuation—below €498,200 at the reference date of 1 January 2025.

The current rules divide applicants as follows:

  • Group A: the home’s WOZ value is below the national price threshold for low-cost home purchases fixed each year; or it is below the annual National Mortgage Guarantee (NHG) lending ceiling, including energy-saving improvements, and household income is at most 125% of the statutory social minimum. This income minimum is based on social assistance or the state pension and depends on age and living situation. Group A can receive up to €2,500.
  • Group B: the home’s WOZ value is between the annual national price threshold for low-cost home purchases and the annual NHG ceiling. Group B can receive up to €1,500.

The home must have a registered energy label D, E, F or G, or at least two poorly insulated components. The four component groups are floor/crawlspace ground; façade/cavity wall; roof/attic floor; and windows/panels/doors. For the alternative without a qualifying label, the annex uses these poor-insulation tests. Rc measures the existing construction’s resistance to heat loss; Ug measures heat passing through the glass:

  • Roof: insulation below 9 cm or Rc ≤ 2.0.
  • Attic floor: no insulation or Rc ≤ 0.5.
  • Façade: no cavity-wall, internal lining or exterior insulation, or Rc ≤ 1.1.
  • Floor/ground: insulation below 5 cm or Rc ≤ 1.3.
  • Glass: single, old double or HR glass with Ug ≥ 1.6.

At least one component must be insulated.

Use a participating contractor and materials with an ISDE meldcode, the code for an approved insulation product. The local scheme requires the ISDE minimum areas and insulation values. Rd measures the resistance of the new insulation to heat loss; U measures heat passing through glass. Existing insulation cannot count towards the required value of the new material.

  • Cavity walls: at least 10 m² and new-material Rd of at least 1.1.
  • Floors or crawlspace ground: at least 20 m² in total; floor insulation goes above or below the existing floor, and ground insulation goes on the crawlspace ground. New insulation needs Rd of at least 3.5, or Rbf of at least 3.5 for ground insulation. Sprayed PIR or PUR must use HFC-free blowing agents (HFK in Dutch). Floor and ground insulation directly above each other cannot both count; separate spaces can qualify together in one application.
  • Existing roof, insulated inside: at least 20 m² and new-material Rd of at least 3.5.
  • Replacement glass: at least 3 m² in total. HR++ glass needs U ≤ 1.2. Under the ISDE conditions, triple glazing needs U ≤ 0.7 and replacement insulating frames to qualify for the national triple-glazing rate. Without replacement frames, triple glazing can still qualify at the national HR++ rate. The municipal grant remains based on actual costs up to your applicant group’s maximum. New openings do not qualify as replacement glass.

The council can make an exception to the minimum area for a very small home. UF foam is no longer on the eligible materials list. You must protect wild animals and their habitat; cavity-wall work requires a contractor with the Training Natuurvrij Maken certificate for work that avoids harming animals.

  • Subject to the separate applicant-group budget; apply before the insulation is carried out.[^c7][^c8][^c5]

Apply through the online form linked on Gemeente Oosterhout’s subsidy page before the contractor carries out any insulation. Groene Groei, the municipality’s partner, sends a confirmation and checks whether the application meets the rules. Optional advice is available from an energiebuddy or ONE; for help, call 14 0162 and ask for the energiebuddy, or email energiebespaarteam@oosterhout.nl.

Complete applications are handled in arrival order while the relevant group’s budget remains. If you are asked to supply missing information, the date of the completed application determines your place. A lottery ranks applications received on the same day if they would exceed the budget. Apply by 31 December 2028, or earlier if funds run out.

The municipality decides within eight weeks of receiving a complete application. Finish the work within twelve months after the grant is awarded; otherwise the municipality may recover the subsidy. You may apply once per component, with several components sharing your group’s total maximum. Allow access to the home for municipal checks of the information and work.

After the work, you can also apply separately for national ISDE support.
