The Lening Duurzaam Wonen personal loan can finance insulation, HR++ or triple glazing (including the associated frames and external doors), heat pumps, solar panels and solar water heating. Eligible low-temperature heating must have a design supply temperature no higher than 55°C. You can also finance an energy assessment carried out by a certified adviser. Other listed options include heat recovery, energy storage, monitoring, induction cooking and an electric-car charging point with the necessary wiring and grid connection changes. The municipality must accept the measures and their contribution to reducing energy demand or CO₂ emissions, increasing renewable energy, or climate adaptation.

Climate-adaptation options include a sedum roof, redirecting roof and paved-area rainwater to infiltrate on your own land, and garden water storage through a swale, ditch, lowered seating area or rainwater pond. Removing paving must cover more than 50% of the garden, and the original garden must be 80% paved. External shading must be fitted to the front or rear façade. Listed greening includes façade gardens, green boundaries such as hedges, and trees with a diameter of at least 20 cm.

You can borrow no more than the accepted actual costs. This is an unsecured personal loan, without a mortgage over your home. The personal-loan ceiling is €30,000. The maximum term is 10 years for amounts up to €15,000 and 15 years from €15,001. Published interest is 1.6%; the municipality may change the rate for new loans, while your agreed rate stays fixed for the loan term. There is no setup fee. You repay an annuity: each regular payment pays interest and reduces the amount borrowed. Interest is calculated on the outstanding debt. The term starts when you sign the loan documents.

SVn pays the loan through a construction account, rather than handing you the whole amount to spend. Submit invoices using its claim forms; SVn pays contractors directly, or reimburses an invoice you have paid after approving proof of payment. Any invoice amount above the account balance must come from your own funds, which cannot be deposited into this account. The account normally lasts 12 months and may be extended once on request to a maximum of 24 months. It closes when the money is used or the work is complete; unused money reduces the loan. SVn may also close it after six months without transactions. For up to 12 months, the account balance earns the credit interest specified in your loan documents, which offsets your regular payment. Special bank-transfer charges are passed on to you.

You may repay early without a penalty, with a minimum extra payment of €250. After a partial repayment, SVn adjusts the regular payment; it may shorten the term if that payment falls below €35. You still owe the loan if a contractor fails to fulfil the work agreement. SVn provides the loan without personal financial advice; any independent adviser costs are yours.

Eligibility

  • You must own and occupy an existing home in the municipality of Rhenen. Work on associated parts of the property can also qualify. All co-owners apply jointly, and at least one applicant must be younger than 76 when applying.
  • Accepted actual costs must be at least €2,500, and municipal funding must still be available. Incorrect information or failure to meet the rules can result in refusal or withdrawal of the allocation.
  • SVn independently checks whether your income and household, housing and work situation allow you to afford the extra payments alongside existing expenses. Home equity does not determine approval. The municipality's allocation reserves funding; it does not guarantee a loan.
  • Each joint borrower is liable for the whole debt. Late payment attracts statutory interest on the overdue amount and may attract administration or collection costs.

SVn can demand immediate repayment if payments are at least two months overdue and remain unpaid after formal notice; if you leave or are expected within months to leave your permanent residence in the Netherlands; if you become bankrupt or enter the statutory personal debt-restructuring scheme; or if you deliberately supplied information that would have changed its lending decision, including failing to use the loan for the agreed measures. A borrower's death allows this only where SVn has good reason to expect the obligations will not be met.

Notify SVn promptly in writing of contact-detail changes and send information relevant to the loan, including circumstances that could trigger immediate repayment. SVn can change loan conditions with at least 30 days' notice, except where a legal or urgent reason requires earlier action. If you disagree, tell SVn before the change takes effect; silence counts as acceptance.

  • Applications are processed in order of receipt while municipal budget remains; municipal allocation and a positive SVn credit assessment are required.[^c4][^c5][^c7]

Apply digitally to Gemeente Rhenen through the municipal application link. Describe the measures, provide a cost justification such as quotations, and include a work schedule. Applications are processed in order of receipt while budget remains. The municipality acknowledges receipt within two weeks and normally decides within eight weeks of receiving a complete application. If it asks for missing information, provide it within four weeks; otherwise it will not consider the application. A late decision does not imply approval.

If approved, use the municipality's allocation letter to apply to SVn. SVn carries out its separate financial assessment and offers the loan only after a positive result. Check whether the work requires an environmental permit, particularly for a monument or a home within a protected townscape.
